Public Arts Board * October 14, 2019 * 4:00 pm, City Hall Building – Study Session Room
In Attendance: Cheryl Lockstone, Gary Kramer, Taylor Wagner, Douglas Shaw Elder, Ally Richardson, Michael Bendure, Jud
Foster, Debby Williams (NAC Public Arts Manager).
Item 1 – Lockstone called the meeting to order at 4:02.
Item 2 – Welcome

Item 3 – Approval of Minutes
A motion to approve the minutes from the September meeting was provided by Richardson and seconded by Bendure. The minutes
were accepted without further discussion.
Item 4 – Update of Finances
The finance report as of October 7, 2019 reflected the following:
• Current balance of $64,976.54 in addition to $180 from the “Unbound” Dedication, $819.50 from August utility donations
and $789.03 in September utility donations leaves a total of $66,765.07 in available funds. There were some concerns
regarding the decrease in utility donations from month to month, but the PAB is currently working on plans to tackle that
issue.
• Committed funds include $4,000 for ongoing maintenance, $18,600 for more bike racks, and $5,000 for NAC administration.
• NET available funds total $39,165.07
• Note: Financial “activity” in September included $100 honorariums to Beatriz Mayorca, Joe Howell, Matt Goad, Denise
Duong and Rick Sinnett for the recent Public Art Workshop.
Item 5 – Bike Rack Report
Three of the new bike racks have been installed on Lindsey Street at Sooner Pharmacy, Classic 50s, and the bus stop. The PAB might
pursue another round of racks next year—but that is all contingent on the grant we typically receive from Fowler/Toyota.
Item 6 – Percent for Art Projects
• Percent for Art Projects:
o The public art project at Ruby Grant Park has a $40,000 budget. The deadline for submissions has passed and
selection will take place soon.
o The selection panel for the project at Andrews Park (including the skate park) has been put together. The project at
this location has a $15,000 budget for public art.
o Opening festivities for the Central Library will take place on November 3, 2019. Meanwhile, Debby is considering
nominating “Unbound”—located in the front entrance of the library—for a [much-deserved] national award (or
two)!
o It is currently undetermined if there will be a public art component at the new Senior Wellness Center.
o Remaining Norman Forward and Norman Forward Percent for Art projects include: Griffin Park, Reaves Park and
the aquatic/multi-purpose facility.
• Public Art is Smart – Some teachers have recently had trouble downloading the materials so everything will soon be made
available on Submittables.com instead.
• Public Art Master Plan – The first SWOT at MAINSITE went well. City staff will have their own SWOT in November and
the NAC Board will perform theirs in January. Debby is also currently working on surveys to distribute after each session to
encourage feedback about the process from participants.
• Public Art Workshop – The first one of these was recently held and was very successful. There were at least 25 artists in
attendance. The next workshop, “Public Art Inclusion and Accessibility,” will be held in January or February of next year
and will be led by Ann Cunningham and two other panelists.
o Kramer moved to approve that the PAB allocate $7,000 total to help cover the costs of these workshops; the motion
was seconded by Richardson. During discussion, Elder asked that a budget be drafted so that the PAB can keep an
eye on all associated costs.
Item 7 – PAB Utility Donation Committee
• Bendure recently met with Gavaghan to discuss how best to tackle social media and fundraising for the PAB. In the near
future, it is likely that the NAC will take over social media for the PAB. In addition, the PAB hopes to obtain a list of
Norman residents who currently participate in the utility donation option for PAB so that the Board can properly thank them
for their support.
Item 8 – New Business
• Artist-initiated projects – Richardson and Williams recently met to start drafting a process/policy for artists.
• City of Norman Artful Inlet Project – The City is interested in doing another round of “artful inlets.” The City was also
recently nominated to receive an award for Oklahoma Beautiful.
• Election of Officers – Lockstone said that she would continue her role as Chair through October 2020. Meanwhile, the PAB
is considering adding more members—which may entail rewriting the ordinance.

Richardson moved to adjourn the meeting at 5:30; Kramer seconded.
