Public Arts Board * June 8, 2020 * 4:00 pm, City Hall Building – Study Session Room In Attendance: Cheryl Lockstone, Taylor Wagner, Douglas Shaw Elder, Ally Richardson, Liz Barfield, Amy Johnson, Lynne Siano, Jud Foster, ex-officio City of Norman. Call to Order Lockstone called the meeting to order at 4:08. Welcome Guests: None; Welcome new board members, Amy & Liz Approval of Minutes Elder moved to approve the minutes from the March 9 meeting; seconded by Barfield. The motion was unanimously approved without discussion. Finances An adjustment on Finance report was reported during meeting due to information that was not available at the time the agenda was posted. The updated finance report as of June 8, 2020 reflected the following: • Current Funds $74,620.78 Available Funds – $75,170.78 (Includes Pending Deposit $550.00 May Utility Donations) • Committed funds $24,600 (includes $4,000 for ongoing maintenance; $18,600 for more bike racks; $2,000 for Artful Inlets Artist Honorariums) • NET available funds total $50,020.78 • Recent Activity – 5/11/2020 - $3,398.28 November 2019 - April 2020 deposited into the Art in Public Places Fund; 4/6 - Transfer of Administration Funds to NAC Operations of $5,000; 3/31/2020 Interest - $64.50; 4/30/2020 Interest - $59.01 Item 1 – Samo Duck Project Elder reported that his team had recently finished documenting the status of all 24 “Samo Duckies.” He explained that several are in need of repairs—three of which he would recommend be totally stripped down, refurbished and presented as “new” ducks for the next round of design submissions. The cost to strip and re-prime each duck is $150 (significantly less than having an entire new duck fabricated). Elder went on to report that NAC Public Art Manager Debby Williams is working to further explore VERA and how to approach “old” duck artists about current maintenance issues and how to implement a new process (and contract language) for handling issues like these in the future. In addition, Foster mentioned that the Norman Parks & Rec Department is happy to continue to support the project and help out with the removal and installation of ducks in the future. No action was taken. Item 2 – Bike Racks Lockstone reported that, as of right now, 4 of the 7 racks from the most recent round are ready for powder-coating—but all 7 should be ready for installation by the end of June. Item 3 – Artful Inlets The newest round of inlets was set to be installed at the April Art Walk, however, due to Covid-19, that project has since been postponed indefinitely. Item 4 – NAC Public Arts Manager Report for NF % for Art Projects Lockstone explained that she was not given a report from Williams, but that she was able to review the reports that Williams had otherwise submitted to the NAC for her April and May activity. Along with the agenda and meeting minutes these reports were copied and sent to PAB Board members in advance of the meeting. Items 5-7 At this time, Richardson moves to adjourn to Executive Session; the motion is seconded by Siano. The motion was unanimously approved. Barfield later moves to come out of Executive Session in order to continue the meeting; Siano seconds. The motion was unanimously approved. Richardson then moves to ratify the vote to decline a meeting with the NAC Executive Committee and further clarify the verbiage of various email correspondence that took place throughout April 2020 so that it is clear that the PAB was unavailable and unable to meet with the NAC at that time. Siano seconds. The motion was unanimously approved. Barfield then moves to request a meeting between the PAB and NAC Board (in their entirety) at a future date that is mutually available. Siano seconds. The motion was unanimously approved. Barfield moves to seek further clarification on the status of the Public Art Master Plan (and other efforts done on behalf of the PAB by the NAC).
