Public Arts Board ~ August 10, 2020 ~ 4:00pm, City Hall Building, Study Session Room
In Attendance: Cheryl Lockstone, Debby Williams, Ally Richardson, Liz Barfield, Amy Johnson,
Judd Foster - ex-o� cio City of Norman
Call To Order
Lockstone called the meeting to order at 4:10pm
Welcome
No guests present
Approval of Minutes
Barfield moved to approve minutes from the June 8th meeting; seconded by Richardson. The
motion was unanimously approved without discussion.
Update of Finances
Lockstone reported as of 08/10/20 the updated finance report reflected the following:
• Current Funds $74,743.99 Available Funds $ 76,386.98 ( includes May Utility Donations
$550.00, June Utility Donations $546.99, July Utility Donations $546.00) Does not
reflect any accrued interest.
• Committed Funds $24,600(includes $4000 ongoing maintenance , $18,600 Bike racks,
$2000 Artful Inlets Honorarium)
• NET Available Funds $51,786.98
Item 1: - Overview of Roles & Responsibilities of PAB
Lockstone reported that she, Elder & Foster met with Kathryn Walker, the City Attorney, to
clarify PAB structure. Detailed notes were provided for PAB members.
• Lockstone to draft letter to NAC for future joint meeting agenda
Item 2: - Public Arts Master Plan
Currently on hold for as no established budget has been set. NAC continues to move forward
with S.W.O.T. meetings concerning the Public Arts Master Plan.
Item 3: -Samo Ducky Project
Elder submitted a damage and condition list for Samo Duck. It will be determined if
damaged/faded/ chipped ducks will be pulled and sand blasted and primed to be utilized in
new designs as repairing and restoring ducks is not feasible due to involving original artists
from over the years.
Item 4: - Bike Rack Projects
Waiting on completion of current Bike Racks so they can be placed.
Item 5: - City of Norman Artful Inlets Project
Discussion for later implementation to coincide with Artwalk event, which are currently on hold
due to COVID.
Item 6: -NAC Public Arts Manager Report for NF% for Art Projects
Williams reports currently waiting on bond issue. Artist selected for Ruby Grant Park and RFQ
for Andrews Park had been sent out.
Item 8:- New Business
Brenda Hall contacted Lockstone concerning another PAB term. Richardson made a motion to
approve, seconded by Barfield, the motion unanimously passed. Lockstone made a motion to
elect Barfield as Vice Chair, seconded by Richardson, motion unanimously passed.
Item 9: - Adjournment - Richardson made a motion to adjourn at 4:52pm, seconded by
Barfield.
