Public Arts Board * September 14, 2020 * 4:00 pm, City Hall Building – Study Session Room
In Attendance: Liz Barfield, Taylor Wagner, Douglas Shaw Elder, Jud Foster, and Lynne Siano (in addition to Erinn Gavaghan, NAC Executive
Director, and Debby Williams, Public Art Manager)
Call to Order
Barfield called the meeting to order at 4:07.

Approval of Minutes
Siano moved to approve the minutes from August; seconded by Elder. The motion was unanimously approved without discussion.
Finances
The finance report as of September 8, 2020 reflected the following:
• Current balance of $74,781.98 (including $550 in utility donations from May, $546.99 from June, $546.00 from July and $539 in August)
• Committed funds include $4,000 for ongoing maintenance; $18,600 for more bike racks; and $2,000 for Artful Inlets Artist Honorariums
• NET available funds total $52,362.98
Motion to approve financial report provided by Elder and seconded by Siano. Approved unanimously.
Item 1 – Samo Duck Project
Elder reported that his team has determined which ducks could be totally stripped and presented as “blank canvases” for the next round of ducks;
however, if/when/how we proceed with the next round has yet to be determined. Elder will work on creating a timeline and budget for the project to
present at an upcoming meeting; he will also explore the idea of filming the ducks to be included/introduced during October’s [Virtual] 2nd Friday.
Foster confirmed that his staff would be available to help with removal/install as needed.
Item 2 – Bike Racks
No update at this time.
Item 3 – Artful Inlets
The newest round of inlets will be painted October 2-3; the project will be presented during the October Art Walk [virtually]. The NAC/Public Arts
Manager and City of Norman [Stormwater Division] staff will provide support.
Item 4 – NAC Public Arts Manager Report for NF % for Art Projects
• Ruby Grant – Team to meet this Thursday.
• Andrews Park – Three finalists have been determined.
• Multi-sport/Aquatic Center, Reaves Park and Griffin Park projects are in the beginning stages of planning.
Items 5 – New Project
• Art in Transit – Barfield presented the project budget and overview.
• More information:
o Seems like a way to access all parts of Norman
• Questions/Concerns:
o Longevity/lifespan of the piece
o Vandalism
o Cross-references/other examples
o Why kind of imagery? Themed? Purpose? Medium?
o Want to insure PAB recognition with each panel/piece
o Consider the fact that artist is currently being paid less than labor; further explore
o Fine line between marketing for PAB vs. art project; clarify or combine, but truly determine mission of the project
o Investigate if this is even feasible (ie., to City standards)
• Siano provides a motion for Liz and Amy to further explore the idea and report back soon.
Item 6 – New Business
Elder has all of the rack cards from last year’s marketing efforts. We need to determine what to do with them so he will plan to bring them all to the
next meeting. (Potential to utilize as mailer.)
