In Attendance: Cheryl Lockstone, Liz Barfield, Taylor Wagner, Douglas Shaw Elder, Jud Foster, Lynn Sciano and Amy Johnson
Call to Order
Lockstone called the meeting to order at 4:05.

Guests: Carrie & Michelle with the Stormwater Division of the City of Norman; Dennis Brigham, Erinn Gavaghan and Debby Williams (all with the
NAC)
Approval of Minutes
Motion to approve November meeting minutes as presented was provided by Barfield; seconded by Johnson. All in favor; approved unanimously.
Finances
The finance report as of January 6, 2021 reflected the following:
Current balance of $76,727.43 (including pending deposits from utility donations for September, October and November).
Committed funds of $22,600.00 ($4,000 for ongoing maintenance and $18,600 for bike racks).
Net available funds total $54,126.43
Motion to approve the financial report as presented provided by Barfield and seconded by Johnson. Approved unanimously.
Item 1 – Artful Inlets
A brief history and overview of the project was provided by Carrie. She explained that the initiative has historically been made possible thanks to
collaborative efforts by the City, NAC and PAB. The intent is to help increase awareness of stormwater/drainage and its effects. Currently, there are
ten “artful inlets” located throughout downtown Norman. For this round, the team is considering branching out along Legacy Trail (north of Main
Street)—which will be further expanded and improved over the next couple of years.
Elder inquired about the potential for including something like this at children’s parks. Carrie said that the stormwater setups and systems in these
areas are simply installed differently in parks so it becomes a bit tricky to directly adapt and translate the project there. He also raised concern about
the targeted locations for this “new” round of inlets for 2021—is there any chance of seeing these outside of Ward 4 (Downtown Norman)? Carrie
and Michelle explained that most other thoroughfares found throughout Norman are just too busy, unsafe or lack visibility altogether. However, they
assured the PAB that they can look outside of Ward 4 for future rounds.
The call-for-artists will take place in February (in time for installation during the last weekend in April for an official unveiling at Art Walk in May).
The deadline to submit is March 18. A meeting will be held during the week of March 22 to determine finalists. Video of the artists + corresponding
designs will be made for the Art Walk as well.
Barfield and Johnson will serve as the PAB representatives for future meetings regarding this project (including selection).
PAB members can also serve as volunteers on-site while artists are painting and/or being filmed or interviewed, etc.
Barfield moved to accept the MLU and honorariums (totaling $2,000) for this project; Siano seconded. Approved without further discussion.
