Public Arts Board Meeting

Public Arts Board * April 12, 2021 * 4:00 pm, City Hall Building – Study Session Room In Attendance: Cheryl Lockstone, Liz Barfield, Taylor Wagner, Douglas Shaw Elder, Jud Foster, Lynne Sciano and Amy Johnson 1) Call to Order Lockstone called the meeting to order at 4:04. 2) Welcome Guests: Dennis Brigham (NAC), Erinn Gavaghan (NAC), Debby Williams (NF % for Art), Nathan Pratt (presenting artist), James Briggs (Norman Parks & Recreation) 3) Approval of Minutes Motion to approve March meeting minutes as presented was provided by Barfield; seconded by Elder. All in favor; approved unanimously. 4) Finances The finance report as of April 6 reflected the following:  Current balance of $77,521.46 (Art in Public Places)  January utility donations of $523.00  February utility donations of $523.00  March utility donations of $522.00  Available funds of $79,089.46  Committed funds of $26,600.00 ($4,000 for ongoing maintenance; $4,000 artist honorariums; and $18,600 for bike racks).  Net available funds total $52,489.46 Motion to approve finances as presented was provided by Barfield; seconded by Elder. All in favor; approved unanimously. 5) Presentation by Nathan Pratt: Fireflies – Artist-initiated project  Elder provided a brief intro about Pratt and his work history + experience; Pratt then offered the same  Pratt presented his proposal which included possibilities for beautification, collaboration and education. Each firefly costs $750 to produce and install (after initial mold made and electrical controllers/devices purchased).  Sciano moves to commit $10,000 of PAB funds to Pratt’s firefly project for NAC approval. The ultimate goal is for the artist to produce 25 fireflies (but other considerations still include: a timeline for project, determination of installation locations, identifying other funding sources, etc.) 6) Bike Rack Project Update Barfield provided an update regarding the project. Seven designs were selected: Fly for your Life, Golden Mean, Knitting Yard Ball, Peace Sign, Pizza, Roller Skate and Light Bulb. Some fabrication is still taking place; installation sites are being finalized but more than likely will be in the following locations: - 3 @ Downtown (ML Historic House) - Colonial Estates - Reaves (Peace Sign here or downtown) - Rotary (Roller Skate) - Saxon 7) Mosaic Project Lockstone talked to artist (Laura Robbins) about providing an estimate for a replacement piece to the damaged portion of the mosaic. Robbins would recreate the piece and send it for reinstall at an approximate cost of $300. Someone else (locally-based) would actually install it. Due to Covid, the artist is not comfortable traveling for several more months which could increase costs too. The PAB will need to be sure to refer to VERA so that we do not violate any laws in making changes to/taking away from Robbins’ original. Elder will talk to other artist experts who work in mosaic to get a second opinion/quote (while adhering to VERA guidelines). 8) Artful Inlets - 5 pieces have been selected: “Only Rain Down the Drain” theme with pieces by Hall, Land, Nelsen, Spivey, Wilson (and Azier optional)  Motion to approve the aforementioned selections for the Artful Inlets project provided by Barfield; seconded by Wagner. All approve. - Installation to take place April 29-30 - Motion to approve an additional $500 for the repaint of the inlet at Benvenuti’s (for a total of 6 new artful inlets) was provided by Sciano and seconded by Johnson; unanimously approved. 9) Samo Ducky Selections Barfield moves to approve the following five designs (including two alternates); - Monster Duck - Strawberry Shortduck - Vintage Circus Duck - Alternate: Unicorn (Douglas will ask artist about removing horn) - Alternate (2): Ducky-dence 10) New Business Gavaghan presented the Asphalt Art Project Grant proposal that they plan to turn in (it was initially presented to her by Mayor Clark and Public Works’ Shawn O’Leary). Should we be successful in the grant process, the resulting outcome would be made possible through collaborative efforts of the NAC, PAB and City. The format would follow NF % for Art process/selection. The grant deadline is April 20 and install would take place in Spring/Summer 2022 (with most involvement by PAB needed at that time for community engagement). See: Bloomberg Philanthropies online. 11) Sciano moves to accept Locktone’s resignation as chair; Lockstone will remain on the board until a replacement is found. Barfield will become chair. 12) Gavaghan would like to reschedule meeting in the near future between PAB and NAC execs to further discuss relationship between NAC and PAB (and City).
