Public Arts Board * October 11, 2021 * 4:00 pm, City Hall Building – Multipurpose Room In Attendance: Liz Barfield, Taylor Wagner, Douglas Elder, James Briggs, Amy Johnson and Lynne Sciano 1) Call to Order Barfield called the meeting to order at 4:05. 2) Welcome Guests: Erinn Gavaghan (NAC) and Debby Williams (NAC) as well as Jason Olsen (Parks and Rec) and Veronica Tracy (Parks and Rec) 3) Approval of Minutes Motion to approve September meeting minutes was provided by Elder; seconded by Johnson. All in favor; approved unanimously. 4-5) Finances The finance report as of October 8th reflected the following:  Current balance of $72,595 (Art in Public Places)  Available funds of $73,109.22 (includes September donations and website deposit)  Committed funds of $31,400.00 ($4,000 for ongoing maintenance; $8,750 for Firefly project; $50 for SAMO ducky expenses and $18,600 for bike racks)  Recent expenses: N/A  Net available funds total $41,709.22 6) Firefly Project Update The unveiling of this project was originally scheduled for Wednesday, October 13. Due to recent weather concerns, the event will be rescheduled for Monday, October 18th, or Wednesday, October 20th. Veronica will reach out to OG&E to determine which of these two dates work best for them (preferably the 18th). Regardless of date, the program will start at 6:30 p.m. Coloring activities will be provided by OG&E with assistance from the Firehouse. Social Butterfly is providing and sponsoring the catering. 7) Bike Rack Project Barfield reported that she spoke with Tom McPherson who manufacturers the racks. Barfield requested an invoice from McPherson so that the PAB can at least cover partial payment to him (approximately $16,000 of the $18,600 owed). Briggs also provided a report explaining that all of the concrete pads have been poured for the new racks. Installation will take place soon. The owners of Apple Tree Chocolate have moved their business to Main Street where they would like to move the apple-themed bike rack (originally installed on Campus Corner at site of original business location). VisitNorman will also be moving theirs from its current location to their new location at the 200 block of E. Main St. 8) Samo Ducks Elder reported damage to one of the ducks in Reaves Park. The artist has since been contacted. Williams mentioned that the duck at Rotary Park is also in need of repairs. At last month’s meeting, there was discussion regarding the next round of ducks. It was determined that this would be voted on at the October meeting. The call will seek 3 new designs and will be edited to reflect the following: 1) Submission deadline: December 1, 2021 2) Installation: February 2022 Sciano moved to increase the artist honorariums from $500 to $600 in an effort to further compensate artists and even further encourage/stress their use of appropriate, quality materials to help increase the lifespan of their work; Johnson seconded. All in favor. Johnson moved to approve $2,250 for the next round of ducks (to cover the cost of refurbishing the “new” ducks + 3 artists honorariums). Sciano seconded; all in favor. The call will be updated and sent out soon. 9) Haiku Project Gavaghan explained that the deadline for design submissions has been extended to December 1. She will also be meeting with Rustin Sparks soon to discuss design and fabrication. Installation has been tentatively set for Spring 2022. 10) 1% for Public Art a. Young Family Athletic Center – The selection committee recently met on September 29. Their next meeting will be held on October 25th. This project will actually feature two parts—one portion will be funded by Norman Forward and the other will be covered with private funding provided by the Young family. i. Unfortunately, a PAB representative was not able to attend the first meeting (and only meeting held thus far) held by the selection committee. At this time, it was explained to the PAB that any absence results in total lack of access to/representation by that entity—in this case, the PAB—at future selection committee meetings. b. Andrews Park – Installation has started for this project. Some of the sandblasting has already been completed; the artist continues to work with the City to determine where to appropriately install the stencil portions. c. Senior Center – Like the YFAC, there will be two portions of this project – one publicly funded through Norman Forward, the other private. d. Saxon Park – There is some interest in Native American imagery for this site; much TBD but progress remains ongoing. e. James Garner Ave. Corridor - This is a newer project (as it was not originally covered by Norman Forward). There is jch 11) New Business a. Mayoral Appointment – Both Tom Farris and Tara Burnett were suggestions provided by Mayor Clark. Barfield will reach out to both of them to determine their availability and interest in serving on the Board. b. Mosaic Project – Barfield is currently waiting on an email response from the artist which will further explain cost breakdown, etc. c. Fowler Grant – Barfield followed up with Gavaghan about the PAB’s invoice request (for the $10,000 that Fowler has already agreed to generously provide to the PAB for bike racks and future projects). Gavaghan responded that she had not sent the invoice yet but would immediately. d. Fundraising – Barfield reiterated the PAB’s urgent need to fundraise. 12) Adjourn
