Public Arts Board Meeting

Public Arts Board * December 13, 2021 * 4:00 pm, City Hall Building In Attendance: Liz Barfield, Douglas Elder, James Briggs, Amy Johnson, Lynne Sciano & Tara Burnett ITEM 1: Call to Order Barfield called the meeting to order at 4:02. ITEM 2-3: Welcome Guests & New Member Guests: Erinn Gavaghan (NAC), Debby Williams (NAC), Jason Olsen (Parks and Rec) and Veronica Tracy (Parks and Rec) New PAB member: Tara Burnett ITEM 4: Approval of Minutes for November 8, 2021 Motion to approve November meeting minutes was provided by Elder; seconded by Johnson. All in favor; approved unanimously. ITEM 4: Finance Report The finance report as of December 9, 2021 reflected the following:  Current balance of $75,623.19 (Art in Public Places)  Available funds of $76,136.19 (includes current balance + November utility/other donations)  Committed funds of $24,900 ($4,000 for ongoing maintenance; $2,300 for three new SAMO duckies and $18,600 for bike racks)  Recent expenses: $8,750 (to Nathan Pratt for GEMS)  Net available funds total $42,486.19  Note: Barfield explained that she reported October’s utility donations meeting incorrectly at last month’s meeting: $494 (actual) ITEM 6: Update on Public Art Board Projects  Promised Land [Reinvented] o Gavaghan explained that the “Promised Land” mural that was originally located at the corner Main Street and Webster could be potentially relocated and installed at the corner of Rock Creek and 12th Ave. There was some concern expressed about cutting the mural, but Gavaghan thought any damage/repairs could be addressed as the reinstallation progressed. o A motion was made by Johnson to pursue the relocation and installation of the piece; Sciano second. Approved unanimously.  Firefly/GEMS o Gavaghan reported that she had a recent conversation with artist Nathan Pratt who explained that he ended up $6,000 over budget upon the project’s conclusion. She proposed that the NAC and PAB each pay the artist $2,000 to help mitigate the financial strife. Sciano provided the motion to approve that amount; Johnson seconded. Approved unanimously.  Bike Racks o Elder stated that he had recently received a phone call inquiring about the artist who designed the“Bigfoot” bike rack. Unsure, Barfield said that would investigate and report back.  Samo Ducks o The timeline for the upcoming round of ducks is as follows:  Applications due: February 7  Notify artists: February 18  Artists pick up fiberglass: February 21-25  Deadline for delivery of completion: April 4  Installation: May 2022  Haiku o Gavaghan explained that there have been minimal submissions for haikus. However, the NAC will proceed with the project by creating their own. ITEM 7: 1% for the Arts Updates  Andrew Park o Williams explained that the unveiling at 2nd Friday Art Walk went well. A video highlighting the project is currently in the works.  Young Family Athletic Center o The RFQ has been published; the deadline for submissions is February 5.  Reaves Park o Elder moved to recommend Wagner as the PAB appointee to this selection committee; Johnson seconded. Motion approved unanimously.  Griffin o Williams inquired about the timeline for this project. Olsen stated that estimated completion is scheduled for Fall 2023. Williams responded by saying that she will update and further pursue the 1% for Art aspect of this accordingly. o The PAB will need to determine an appointee to the selection committee for this project soon. ITEM 8: Bowling Tournament (February 27)  Barfield reported that she would send an email with more information (or report further at next meeting). She also mentioned that we may want to reconsider the date, however, Sunday afternoons at Sooner Bowling Center have a lot of avilability. More to come on this. ITEM 8: New Business  Fundraising o Burnett brought up the idea of including a mailer to Norman residents; Barfield mentioned that that has been explored before and has proven complicated and cost prohibitive but still worth considering  Heiple’s Sculpture o Heiple purchased the sculpture, and it will be installed at Andrews Park soon.
