CITIZENS PUBLIC SAFETY OVERSIGHT COMMITTEE MINUTES March 12, 2020 The Citizens Public Safety Oversight Committee of the City of Norman, Cleveland County, State of Oklahoma, met at 4 p.m. at 201 W. Gray St. Multi-Purpose Room, on the 12th day of March, 2020, and notice and agenda of the meeting were posted at City Hall located at 201 W. Gray Street 24 hours prior to the beginning of the meeting. PRESENT: Chair Eddie Sims, Members Jared Garner, Jim Costello, Ann Gallagher, Kenneth Orr, and Linda Price ABSENT: Members Lea Greenleaf, Melanie Hayes, and Joan Goth COMMITTEE LIAISONS: Robert Wasoski, FOP OU (position vacant) IAFF (position vacant) STAFF PRESENT: Travis King, Fire Chief Anthony Francisco, Director of Finance Jacob Huckabaa, Budget Technician Captain Hawkins, NPD Major Teuscher, NPD Russell Anderson, Communications Man- ager Item 2, being INTRODUCTION OF STAFF AND GUESTS Chair Sims called the meeting to order at 4:00 pm. He welcomed staff and guests to the meeting and asked them to introduce themselves. ******* Item 3, being Citizens Public Safety Oversight Committee Minutes March 12, 2020 Page 2 APPROVAL OF THE CITIZENS PUBLIC SAFETY OVERSIGHT COMMITTEE MINUTES OF February 13, 2020. Member Price made a motion to approve the Citizens Public Safety Oversight Committee minutes, of the February 13, 2020 meeting, which motion was duly seconded by Member Gallagher; and the question being to approve the Citizens Public Safety Oversight Committee minutes of February 13, 2020 a vote was taken with the following result: YEAS: Chair Eddie Sims, Members Jared Garner, Jim Costello, Ann Gallagher, Kenneth, Orr, and Linda Price NAYES: none Chair Sims declared the motion carried and the Citizens Public Safety Oversight Committee minutes of February 13, 2020 approved. ****** ITEM 4, being: MONTHLY UPDATES Finance Report Anthony Francisco gave the update. He stated that the February sales tax was down a little from the previous year and historically, but he believes this is just a change in shopping trends. He is starting to worry that trends are leaning to a world-wide recession. Fire Department Chief King gave the update. He stated that the pumper tanker is moving along and will be in service by May. We are down a few employees, and we expect to lose a few more by May due to retirements. Police Report Captain Hawkins gave the update. Dispatch is still 4 dispatchers down, but we have 4 in back- ground checks and 3 in training. COP hours for the month of February were 740, including 231 hours in DDACTS, 159 hours in COP problem solving, and 350 hours in relationships. Some of the events attended were Coffee with a Cop, OU roundtable, etc. He also stated that all overtime Citizens Public Safety Oversight Committee Minutes March 12, 2020 Page 3 being worked for events and other organizations by the Police Department are being requested for reimbursement from those organizations. ****** ITEM 5, being: DISCUSSION REGARDING PHASE III RADIO CONSULTANTS AND RADIO SYSTEM UP- DATE Major Teuscher gave the update. He stated we are currently working to get the radios to link up with Oklahoma City’s system. He also stated that there are still a few gaps in the service, but compared to what we had it is basically 100% service. ****** ITEM 6, being UPDATE ON EMERGENCY OPERATIONS CENTER (EOC) PROJECT Russell Anderson gave the update. The architects have received the plating. Chair Sims asked if the construction was going to go ahead considering the lack of funding. Francisco stated that at this point, Council has instructed a vote take place on June 30th to consider additional funding with a GO Bond. This would include the EOC project. ****** Item 7, being ESTABLISH AGENDA TOPICS FOR THE NEXT April 9, 2020 MEETING All normal topics will be discussed, as well as an item discussing the status of the GO Bond vote. ****** Citizens Public Safety Oversight Committee Minutes March 12, 2020 Page 4 Item 8, being MISCELLANEOUS COMMENTS The Committee decided to draft a letter to City Council thanking them for listening to the concerns of the Committee about the EOC funding. We will send an email draft so they get it sooner. Member Price made a motion to draft a letter to the City Council thanking them for considering the Committee’s input about funding for the EOC, which motion was duly seconded by Member Gallagher; and the question being to approve the draft letter to the City Council a vote was taken with the following result: YEAS: Chair Eddie Sims, Members Jared Garner, Jim Costello, Ann Gallagher, Kenneth, Orr, and Linda Price NAYES: none Chair Sims declared the motion carried and drafting of a letter to City Council approved. ****** Item 9, being ADJOURNMENT Member Costello made a motion to adjourn, which was duly seconded by Member Gallagher; and the question being to adjourn, a vote was taken with the following result: YEAS: Chair Eddie Sims, Members Jared Garner, Jim Costello, Ann Gallagher, Kenneth Orr, and Linda Price NAYES: none Chair Sims declared the motion carried and the Citizens Public Safety Oversight Committee adjourned at 4:30 pm. Citizens Public Safety Oversight Committee Minutes March 12, 2020 Page 5
