CITIZENS PUBLIC SAFETY OVERSIGHT COMMITTEE MINUTES June 11, 2020 The Citizens Public Safety Oversight Committee of the City of Norman, Cleveland County, State of Oklahoma, met at 4 p.m. Virtually, via 201 W. Gray St. Multi-Purpose Room, on the 11th day of June, 2020, and notice and agenda of the meeting were posted at City Hall located at 201 W. Gray Street 24 hours prior to the beginning of the meeting. PRESENT: Chair Eddie Sims, Members Jared Garner, Jim Costello, Ann Gallagher, Kenneth Orr, Lea Greenleaf, Melanie Hayes, Joan Goth, and Linda Price ABSENT: none COMMITTEE LIAISONS: Robert Wasoski, FOP OU (position vacant) IAFF (position vacant) STAFF PRESENT: Travis King, Fire Chief Kim Coffman, Budget Manager Jacob Huckabaa, Budget Technician Russell Anderson, Communication Systems Manager Captain Barbour, NPD Major Teuscher, NPD Major Hawkins, NPD City Council Member Scanlon Mindy Wood, Norman Transcript Item 2, being INTRODUCTION OF STAFF AND GUESTS Chair Sims called the meeting to order at 4:05 pm. He welcomed staff and guests to the meeting and asked them to introduce themselves. ******* Citizens Public Safety Oversight Committee Minutes June 11, 2020 Page 2 Item 3, being APPROVAL OF THE CITIZENS PUBLIC SAFETY OVERSIGHT COMMITTEE MINUTES OF May 14, 2020. Member Gallagher made a motion to approve the Citizens Public Safety Oversight Committee minutes, of the May 14, 2020 meeting, which motion was duly seconded by Member Goth; and the question being to approve the Citizens Public Safety Oversight Committee minutes of May 14, 2020 a vote was taken with the following result: YEAS: Chair Eddie Sims, Members Jared Garner, Jim Costello, Ann Gallagher, Kenneth Orr, Lea Greenleaf, Melanie Hayes, Joan Goth, and Linda Price NAYES: none Chair Sims declared the motion carried and the Citizens Public Safety Oversight Committee minutes of May 14, 2020 approved. ****** ITEM 4, being: MONTHLY UPDATES Finance Report Kim Coffman gave the update. She stated that we took a bit of a hit with May sales tax. Year-to- date sales tax collection is about 5% below projections and expenditures are about 41% below the budget target. This is due to not having completed many of the capital projects that are expected to be completed soon. Fire Department Chief King gave the update. He stated that pumper tanker 5 was supposed to arrive today, but it will be tomorrow before it arrives at the station. ISO audit is still going on. Still busy with the Mercy operations center meetings. Police Report Citizens Public Safety Oversight Committee Minutes June 11, 2020 Page 3 Captain Hawkins gave the update. We are not currently going through any hiring process right now. Dispatch is 3 dispatchers down, but we have 1 conditional offer. COP hours for the month of May were 447, including 135 hours in DDACTS, 153 hours in COP problem solving, and 159 hours in relationships. Some of the events attended were virtual Coffee with a Cop, and some of the SROs went to help deliver food to families for Meal on Wheels. ****** ITEM 5, being: DISCUSSION REGARDING PHASE III RADIO CONSULTANTS AND RADIO SYSTEM UP- DATE Major Teuscher gave the update. He stated that the radio system is working quite well. The ani- mal welfare antennas are now up and being tested. The ISSI between us and Oklahoma City are being tested. The final acceptance is coming up shortly, as soon as we received the revised bill- ing. ****** ITEM 6, being UPDATE ON EMERGENCY OPERATIONS CENTER (EOC) PROJECT Captain Barbour gave the update. He stated that the Council moved the Bond forward for an August vote, which will include an additional $8 million for the EOC. We have plans in place to begin designing that, should it pass. This will give us significant expansion in square footage which will give us access to the full dispatch department and 5 additional dispatch positions. It will also harden the entire building, provide additional generators, and allow traffic management to expand. ****** Item 7, being Citizens Public Safety Oversight Committee Minutes June 11, 2020 Page 4 ESTABLISH AGENDA TOPICS FOR THE NEXT July 9, 2020 MEETING Next meeting should include discussion on the protests and actions taken by the Council on the budget due to the protests. We also need to start discussing the annual report. ****** Item 8, being MISCELLANEOUS COMMENTS Member Gallagher stated that the funding for the PSST was voted on by the citizens of Norman. She stated that if we need more training, then we require the funding. Member Costello stated that it would be a good idea if we could rally some kids from the schools that have had good experiences with the SRO’s to tell their stories at the next Council meeting. ****** Item 9, being ADJOURNMENT Member Greenleaf made a motion to adjourn, which was duly seconded by Member Price; and the question being to adjourn, a vote was taken with the following result: YEAS: Chair Eddie Sims, Members Jared Garner, Jim Costello, Ann Gallagher, Kenneth Orr, Lea Greenleaf, Melanie Hayes, Joan Goth, and Linda Price NAYES: none Chair Sims declared the motion carried and the Citizens Public Safety Oversight Committee adjourned at 4:56 pm.
