May 12, 2022
The Citizens Public Safety Oversight Committee of the City of Norman, Cleveland County, State
of Oklahoma, met at 4 p.m. via 201 W. Gray St. City Council Chambers, on the 12th day of May
2022, and notice and agenda of the meeting were posted at City Hall located at 201 W. Gray Street
24 hours prior to the beginning of the meeting.
PRESENT: Chair Linda Price, Members Kenny Orr, Lea
Greenleaf, Jim Costello, and Russell Rice
ABSENT: Members Ann Gallagher, Kyle Hurley, Mike
Rainer, and Greg Gilkey

CALL TO ORDER
Chair Price called the meeting to order at 4:27 pm. She welcomed staff and guests to the meeting
and asked them to introduce themselves.

Member Rice made a motion to approve the Citizens Public Safety Oversight Committee minutes, of
the March 10, 2022 meeting, which motion was duly seconded by Member Costello; and the question
being to approve the Citizens Public Safety Oversight Committee minutes of March 10, 2022, a vote
was taken with the following result:
YEAS: Chair Linda Price, Members Kenny Orr, Lea
Greenleaf, Jim Costello, and Russell Rice
NAYES: none
Chair Price declared the motion carried and the Citizens Public Safety Oversight Committee minutes
of March 10, 2022 approved.

ITEM 3, being:
MONTHLY UPDATES
Finance Report
Kim Coffman gave the update. She stated that sales tax collection is still going strong and we
were 13% over budget target for April.
Fire Department
Chad Humphrey gave the update. He stated that we have 15 recruits starting the Academy in July.
Police Report
Major Barbour gave the update. He stated that there have been a lot of festivals, community events,
and game days in which the Police Department have been participating. Next week is Police
Week. The budget process for the next fiscal year is ongoing. We are down 18 employees-9
officers and 9-non-commissioned. 3 more potential vacancies are coming up in the near future. 5
cadets are doing well in the Academy and the hiring process for the next Academy is starting at
the end of August.

Russell Anderson gave the update. He stated that we are down 5 people, but we have 5 we are
hoping to hire.

UPDATE ON EMERGENCY OPERATIONS CENTER (EOC) PROJECT
Major Barbour gave the update. He stated that we are in the last stage of the design element being
completed by the end of June/ beginning of July.

ESTABLISH AGENDA TOPICS FOR THE NEXT June 9, 2022 MEETING
All normal topics at the next meeting, including a discussion on meeting attendance.
