Minutes of
June 29, 2022
The Social and Voluntary Services Commission of the City of Norman, Cleveland County, State
of Oklahoma, met for the Regular Meeting on this date at 5:30 p.m. Notice and Agenda of the
meeting were posted at 201 W Gray Building A, the Norman Municipal Building, and at
www.Normanok.gov twenty-four hours prior to the beginning of the meeting.
Heidi Smith called the meeting to order at 5:36 p.m.
ITEM NO. 1 BEING: Roll Call

ITEM NO. 2, BEING: Approval of the minutes from the June 22, 2022 meeting.
Motion by Ann Way to approve the minutes as submitted; Second by Victoria Harrison. All
approve.
ITEM NO. 3, BEING: Discussion regarding Applications for Funding received and any
additional information requested from applicants.
CASP-questions about their ability to function due to no strategic plan/business model and lack of
funding.
CASA- Doesn’t have some accounting procedures in place..
Envision Success: Doesn’t seem to work collaboratively and does not respond to constructive feedback.
Service of 4 people a day which isn’t an increase from last year. Didn’t spend their allotment from 20-21.

CDBG might donate a used compute. Recommend a strategic plan in the future. There should be an
emphasis on a more mission driven long range plan.
Gratefulness: A lot of unanswered questions. How many meetings are held monthly? Is this the best use
of this funding? This is a new, unproven agency. Commission would like to see outcomes. Have you
pursued multiple locations? Heidi would speak with the gratefulness foundation.
Habitat: Did not respond to the Commission’s request for more information. Their landlord is kicking
them out of their space. Question about volunteer utilization.
Infant Crises: Great work.
Little Read Wagon: Great work.
SEED Corp: No criteria for assistance? Heidi would contact. They are too new to be expanding,and no
demonstration of serving Norman citizens. This is a duplication of many services already offered in
Norman.
Transition House: There are concerns over mission drift, and their hybrid housing model. Would fund
rent - $7,700. Serious concerns by the committee that this will become a duplication of services.
