TREE BOARD December 3, 2018 The Tree Board of the City of Norman, Cleveland County, State of Oklahoma, met in the Study Session Room on the 3rd day of December 2018, at 4:00 P.M. ITEM 1, being: ROLL CALL Present: Chairman Menzie and Commissioners Grisso, Janaway, Spain, Tedder-Loffland, and Winegardner Absent: Commissioners Huffman and Lavastida Tardy: Commissioner Fagin (arrived at 4:12 p.m. - Item 4) City Officials Jud Foster, Director of Parks and Recreation Kathryn Walker, Assistant City Attorney Karla Sitton, Administrative Technician IV ITEM 2, being: APPROVAL OF THE NOVEMBER 5, 2018 MEETING MINUTES Commissioner Winegardner made the motion and Commissioner Spain seconded to approve the minutes. The vote was taken with the following results: YEAH: Chairman Menzie and Commissioners Grisso, Janaway, Spain, Tedder-Loffland, and Winegardner NAY: None ITEM 3, being: APPROVAL OF THE AGENDA Commissioner Tedder-Loffland made the motion and Commissioner Winegardner seconded to approve the agenda. The vote was taken with the following results: YEAH: Chairman Menzie and Commissioners Grisso, Janaway, Spain, Tedder-Loffland, and Winegardner NAY: None __________________________________________________________________________________________________________ Commissioner Fagin arrived at the meeting at 4:12 p.m. __________________________________________________________________________________________________________ ITEM 4, being: ANNUAL TREE STORY CONTEST Chairman Menzie said approximately 50 Annual Tree Story Contest entries were submitted and the Board was very impressed with the number of entries, as it keeps growing each year. Staff sent out the stories to the Board before today’s meeting so they each would have a chance to read and rank them. Commissioner Fagin said he came up with a five-category ranking system and set up a score table. He explained the system and the Board chose the following Tree Story winners: 4th Grade 5th Grade 1st Place: Camille Dalton, Jackson Elementary 1st Place: Elliott Cockroft, Jefferson Elementary 2nd Place: Kyle Blaylock, Washington Elementary 2nd Place: Landon Hamburger, Washington Elementary 3rd Place (tie): Addison Hoffman, Cleveland Elementary 3rd Place (tie): Lucy Miller, Jefferson Elementary and Liam Holland, Lakeview Elementary and Kylee Favaloroi, Jefferson Elementary Tree Board Page 2 of 2 December 3, 2018 Commissioner Spain said the Tree Story winners could be displayed at the Earth Day event scheduled for April 28, 2019, and the Board agreed stating that was a great idea. Commissioner Winegardner suggested putting the winner’s names in the newspaper and Commissioner Fagin said he would get the names to the Norman Transcript. Chairman Menzie said the permission from the parents may need to be obtained first; and a City of Norman Press Release can be done as well explaining the contest and naming the winners. _______________________________________________________________________________________________________ ITEM 5, being: ANNUAL CHRISTMAS PARADE The Board discussed and decided they would not be participating in the Annual Christmas Parade this year due to the possible rescheduling of the parade due to inclement weather and time constraints. ___________________________________________________________________________________________________________ ITEM 6, being: CONTINUED DISCUSSION REGARDING POTENTIAL TREE ORDINANCE Mr. Jud Foster, Director of Parks and Recreation, said Council has indicated they would like to proceed with the original tree ordinance that the Tree Board put together. He said a Study Session is scheduled for December 11 th and Chairman Menzie and Commissioner Spain will be present to answer Council questions. Commissioner Spain asked if the “original ordinance” is what the Board sent to the Council Community Planning and Transportation Committee (CPTC) and Mr. Foster said yes. Ms. Kathryn Walker, Assistant City Attorney, said the vegetation management ordinance is moving separately and recent Council discussions included needing a forester on Staff. Commissioner Spain asked what the next step would be if Council desires to move forward with the Tree Ordinance. Ms. Walker said the Tree Ordinance would go to first reading in January, a second reading in late January or early February, and would be effective 30 days after Council approval at the second reading. ___________________________________________________________________________________________________________ ITEM 7, being: MISCELLANEOUS DISCUSSION None. ITEM 8, being: ADJOURNMENT Commissioner Winegardner made the motion and Commissioner Spain seconded to adjourn.
