TREE BOARD February 4, 2019 The Tree Board of the City of Norman, Cleveland County, State of Oklahoma, met in the Study Session Room on the 4th day of February 2019, at 4:00 P.M. ITEM 1, being: ROLL CALL Present: Chairman Menzie and Commissioners Huffman, Janaway, Lavastida, Spain, Tedder-Loffland, and Winegardner Absent: Commissioners Grisso Tardy: Commissioner Fagin (arrived at 4:04 p.m. - Item 3) City Officials James Briggs, Park Planner Karla Sitton, Administrative Technician IV ITEM 2, being: APPROVAL OF THE DECEMBER 3, 2018 MEETING MINUTES Commissioner Huffman made the motion and Commissioner Tedder-Loffland seconded to approve the minutes. The vote was taken with the following results: YEAH: Chairman Menzie and Commissioners Huffman, Janaway, Lavastida, Spain, Tedder-Loffland, and Winegardner NAY: None Commissioner Fagin arrived at the meeting at 4:04 p.m. __________________________________________________________________________________________________________ ITEM 3, being: APPROVAL OF THE AGENDA Commissioner Huffman made the motion and Commissioner Spain seconded to approve the agenda. The vote was taken with the following results: YEAH: Chairman Menzie and Commissioners Fagin, Huffman, Janaway, Lavastida, Spain, Tedder-Loffland, and Winegardner NAY: None __________________________________________________________________________________________________________ ITEM 4, being: SUBCOMMITTEE REPORTS Chairman Menzie said Earth Day is scheduled for Sunday, April 28, 2019 at Reaves Park. He said the Tree Board and Park Foundation will have a booth together and asked for volunteers to work it since he will be working the Tree Wizard booth. Suggestions were made regarding children’s crafts at the booth to include necklaces, plinko board, paint tree pies or watermelons. The Board will work on obtaining free trees to give away at Earth Day as well as one to plant in Reaves Park. Commissioner Huffman completed an application for the booth so it could be given to Lisa Griggs, Senior Program Coordinator. Member Huffman said some of the trees that were obtained for the ReLeaf Berry Project were stolen from the staging area, Berry Road Baptist Church. He said there was some crepe myrtles not taken that could possibly be used at the West Main Street Bridge Project. Tree Board Page 2 of 2 February 4, 2019 ______________________________________________________________________________________________________ ITEM 5, being: DISCUSSION REGARDING THE TREE CITY LUNCHEON Mr. James Briggs said the Tree City Luncheon is scheduled for Thursday, March 7, 2019 in Oklahoma City and he needs to know who will be attending with Lisa Griggs, Senior Program Coordinator. Chairman Menzie said he and his daughter and wife will attend the luncheon. ___________________________________________________________________________________________________________ ITEM 6, being: UPDATE ON TREE ORDINANCE AND POSSIBLE FORESTER POSITION Mr. James Briggs, Park Planner, said the Tree Ordinance will go to first City Council reading on February 12, 2019; and for second reading and Council consideration on February 26, 2019. He said if Council approves the ordinance, it will not go into effect for 30 days, or March 28, 2019. Mr. Briggs said the City Council Finance Committee was held January 17th; however, they did not discuss the possibility of a new City Forester position. Commissioner Tedder-Loftland asked if there was support for the new position and Chairman Menzie said he felt like there is a lot of support. Mr. Briggs said Council will consider the ordinance which recommends a new City Forester position; however, if ordinance is adopted more discussions regarding new positions will be discussed at a future Finance Committee meeting. __________________________________________________________________________________________________________ ITEM 7, being: MISCELLANEOUS DISCUSSION None. ITEM 8, being: ADJOURNMENT Commissioner Huffman made the motion and Commissioner Tedder-Loffland seconded to adjourn.
