UNIVERSITY NORTH PARK BUSINESS IMPROVEMENT DISTRICT ADVISORY BOARD MINUTES February 26, 2021 The University North Park Business Improvement District Advisory Board met at 10:00 a.m. via video conference and in the Council Chambers of the Norman Municipal Building, 201 West Gray Street, on the 26th day of February, 2021, and notice and agenda of the meeting were posted in the Municipal Building at 201 West Gray Street 24 hours prior to the beginning of the meeting. PRESENT Matt Clouse (via video conference) Brad Goodwin Jeff Webb Mandy Haws ABSENT: Guy Patton Dan Quinn Mike Thompson Jennifer Alexander Scott Kovalick STAFF PRESENT: Kathryn Walker, City Attorney Anthony Francisco, Director of Finance Wade Thompson, Parks Superintendent Jason Olsen, Recreation Superintendent 1. APPROVAL OF THE NOVEMBER 6, 2020, MEETING MINUTES. No quorum was present and no action was taken. 2. UPDATE ON LEGACY PARK EVENTS AND RESERVATIONS. Mr. Olson reported an ongoing slowdown in events due to COVID-19. Celebrity Sing was held in October, 2020 and the Holiday Fireworks show was held in December. The Legacy Park Events Committee will begin meeting again to plan events for the summer. So far, the summer schedule includes a traveling military band on July 1st. The Committee will aim to schedule 6 concerts, including the Norman Philharmonic. 3. UPDATE ON LEGACY PARK MAINTENANCE ISSUES. Mr. Olsen reports on continuing issues with the fountains – the seals on the lights have failed so water has gotten into the lights, solenoids have failed, and the programming function has failed. The City had entered into a maintenance contract with a firm using approved BID funds but it has not been successful. Staff was able to find a maintenance provider who would begin with replacing all faulty equipment and then provide ongoing maintenance. The cost of this contract is approximately $125,000. The previous allocation of BID funds towards the maintenance has about UNP BID Advisory Board February 26, 2021 Page 2 of 2 $86,000 remaining so staff would like a recommendation from the Board regarding an additional allocation of about 38,000. Due to lack of quorum, no recommendations were made. 4. UPDATE ON PROPOSED MULTI-SPORT/INDOOR AQUATIC FACILITY TO BE LOCATED IN UNP. An update was provided on the development of the Facility. The Board was shown the latest architectural design and interior layout information related to the Facility. 5. UPDATE AND DISCUSSION RELATED TO BID ASSESSMENTS. Ms. Walker updated the Board on BID assessment efforts. 6. STATUS UPDATE ON BUSINESSES IN UNP. Mr. Goodwin provided an update on several new restaurants planned for the area. Mr. Webb also discussed efforts to backfill some vacant spaces. 7. TOPICS FOR FUTURE DISCUSSION. Mr. Clouse asked about future traffic improvements at Tecumseh and 24th Avenue NW. 8. MISCELLANEOUS DISCUSSION. None.
