UNIVERSITY NORTH PARK BUSINESS IMPROVEMENT DISTRICT ADVISORY BOARD MINUTES March 12, 2021 The University North Park Business Improvement District Advisory Board met at 9:00 a.m. via video conference and in the Council Chambers of the Norman Municipal Building, 201 West Gray Street, on the 12th day of March, 2021, and notice and agenda of the Special Meeting were posted in the Municipal Building at 201 West Gray Street 48 hours prior to the beginning of the meeting. PRESENT Dan Quinn (via video conference) Brad Goodwin Jeff Webb Mandy Haws Matt Clouse Barrett Ellis ABSENT: Jennifer Alexander STAFF PRESENT: Kathryn Walker, City Attorney Jud Foster, Director of Parks and Recreation Jason Olsen, Recreation Superintendent Wade Thompson, Parks Superintendent Sarah Encinias, Legal Admin Tech 1. UPDATE AND POSSIBLE ACTION ON LEGACY PARK MAINTENANCE ISSUES. Jason Olsen said the fountains are in a state of disrepair and it has become worse since the recent snowstorm. The lights work but there is no light show because the software controlling the lights has become corrupt and no longer works. A company out of Dallas, Texas, called GPSI (Greenscape Pump Services, Inc.), specializes in the type of fountains that are at Legacy Park and they can fix the lights for an estimated cost of $125,300. A one year warranty is included along with the installation of new relays, relay and analog cards, wiring, and repair of the lights themselves. GPSI will also train City Park staff on how to use the equipment and how to perform maintenance and repairs themselves. Mr. Olsen said there is $66,463 left from the 2018 fountain improvement project and $20,400 remaining in this year’s fountain maintenance budget. The maintenance budget still has the full yearly amount because there was a mutual agreement to terminate services with the previous maintenance company as they were unable to provide the necessary services. This leaves about $38,437 needed to pay for the GPSI contract and this is the amount that is being requested from the BID account. Jud Foster mentioned that GPSI will lower the fountain equipment to get it out of sight as well as replace and update the lighting to make it look the way it was originally envisioned. Also, the software programming will no longer be proprietary and will allow changes as needed. Mr. Olsen also said it would also allow light color/pattern changes to be made through the internet and not just through the computer located at the fountain site. UNP BID Advisory Board March 12, 2021 Page 2 of 2 Jeff Webb asked how much maintenance would cost and Mr. Olsen said he expects it to be less than the $20,400 yearly allowance per year, for the next 4-5 years. Chair Dan Quinn motioned to approve the GPSI Proposal to fix the Legacy Park water fountain, and the motion was seconded by Matt Clouse. Chair Quinn called for a vote with the following results: all approved and none opposed. Motion passed by unanimous vote. 2. MISCELLANEOUS DISCUSSION. Kathryn Walker said the next meeting was scheduled for May 7, 2021. The meeting was adjourned at 9:10 a.m.
