CALL TO ORDER & FLAG SALUTE Meeting was called to order by President Susan West at 6:31 p.m. II. ROLL CALL Present: President Susan West, Clerk of the Board Sheri Healey, Commissioner Jack Lamanna, Commissioner Mike Bishoff, Commissioner Eric Zimmerman, Commissioner Sue-Ann Hohimer, Commissioner Shawn McEvoy (McEvoy arrived at approximately 6:36 p.m.) III. APPROVAL OF THE AGENDA Motion to approve the agenda was made by Commissioner Healey and seconded by Commissioner Hohimer. Motion carried 6-0. IV. APPROVAL OF MINUTES Minutes from August 26, 2025 Motion to approve the minutes from August 26, 2025, was made by Commissioner Zimmerman and seconded by Commissioner Healey. Motion carried 6-0. V. PUBLIC COMMENT President West opened the floor for public comment. No comment was received. Commissioner McEvoy arrived at approximately 6:36 p.m. VI. PUBLIC HEARING 2026 Property Tax Levy and Revenue Sources Public Hearing President West opened the public hearing at 6:36pm. Finance Director Janet Stebbins reported on the annual property tax levy approval process. She noted that assessed property values across the city of Normandy Park declined by $80 million over last year, which was unexpected. She explained that there is an inverse relationship between the tax rate and assessed property values. President West asked if there were any questions from the commissioners. There were none. Page 2 of 8  No comments were made from the public either in person or online. President West closed the public hearing at 6:38pm VII. CONTINUED BUSINESS None. VIII. NEW BUSINESS 2026 MPD Property Tax Resolution Finance Director Janet Stebbins reported that property tax values in the City of Normandy Park have declined from last year, causing the tax rate to increase inversely. She noted that the final rates should be determined by approximately the third week of November as the assessor finalizes property evaluations. Motion to adopt Resolution No. 25-01 setting the 2026 property tax levy was made by a Commissioner Zimmerman and seconded by Commissioner McEvoy. Motion carried 7-0. Q2 Billing for services from the City of Normandy Park Finance Director Janet Stebbins presented the Quarter 2 billings, noting that both were on budget with no particular variances to note. Motion to approve the attached billing from the City of Normandy Park in the amount of $387,196 for payment was made by Commissioner Healey and seconded by Commissioner McEvoy. Motion carried 7-0. Q3 Billing for services from the City of Normandy Park Finance Director Janet Stebbins noted that there was an issue with the invoice formatting when converting from Excel to PDF, but the voucher and backup documentation all confirmed the correct amount of $183,881. She stated that for the third quarter, there was no unusual activity or variances to report. Motion to approve the attached billing from the City of Normandy Park in the amount of $183,881 for payment was made by Commissioner Healey and seconded by Commissioner Hohimer. Motion carried 7-0. IX. PUBLIC COMMENT During the final public comment period the City Manager noted that the Metropolitan Park District has bank capacity of approximately $350,000, which staff is not currently recommending be utilized. They explained that this bank capacity could potentially be used in the future for operations, capital projects, or debt to maximize spending. Page 3 of 8  Commissioner Zimmerman emphasized the importance of public understanding that despite property values dipping, residents will still pay about the same amount in taxes because of the rate increase. Finance Director Stebbins confirmed this assessment, noting the inverse relationship between property values and tax rates. X. INFORMATION ITEMS The next meeting will be held on December 9, 2025. XI. The levy amount represents an increase of $6,641 which is a percentage increase of 1% from the prior year. This increase is exclusive of additional revenue from the addition of new construction, improvements to property, newly constructed wind turbines, solar, biomass, and geothermal facilities, any increase in the value of state assessed property, annexations that have occurred and refunds made, and estimated re-levies for prior year refunds in the amount of $6,107. The MPD’s preliminary assessed valuation (AV) is $2,679,950,885 which equates to an estimated levy rate amount of 0.2502773 per $1,000 of assessed value. Currently there is $390,011 in banked capacity from prior years. The deadline for submitting the 2026 property tax levy request to the King County Assessor’s Office is Monday, December 1, 2025. FISCAL IMPACT: The estimated amount to be collected in 2026 is $670,731, which excludes additional revenue resulting from new construction and improvements to property, increases in the value of state-assessed property, and re-levy refunds made for prior years currently estimated at $6,107. Page 6 of 8  NORMANDY PARK METROPOLITAN PARK DISTRICT REVISED RESOLUTION NO. 25-01R A RESOLUTION OF THE NORMANDY PARK METROPOLITAN PARK DISTRICT ESTABLISHING THE AMOUNT OF PROPERTY TAXES TO BE LEVIED FOR THE YEAR 2026. WHEREAS, the Commissioners of the Normandy Park Metropolitan Park District held a public hearing on November 18, 2025 and heard comments on the 2026 property tax levy; and WHEREAS, the population of the Normandy Park Metropolitan Park District is less than 10,000; and WHEREAS, the Commissioners have met and considered its budget for the calendar year 2026; and WHEREAS, the Commissioners have determined that it is in the Park District’s best interest and necessary to increase the 2026 property tax revenue to meet its expenditures and obligations; and NOW, THEREFORE, IT IS HEREBY RESOLVED BY THE BOARD OF METROPOLITAN PARK DISTRICT COMMISSIONERS OF NORMANDY PARK, WASHINGTON, AS FOLLOWS: Section 1. An increase in the regular property tax levy to be collected in the 2026 tax year is hereby authorized in the amount of $6,641, which is a percentage increase of 1% over the prior year, excluding refunds currently estimated at $6,107. Estimated levy rate is .2502773. This increase is exclusive of additional revenue from the addition of new construction, improvements to property, newly constructed wind turbines, solar, biomass, and geothermal facilities, any increase in the value of state assessed property, annexations that have occurred and refunds made, and estimated re-levies for prior year refunds in the amount of $6,107.
