Adjournment Normandy Park Planning Commission Agenda Bill PC21-006 Meeting Date: June 16, 2022 Agenda Category: Continued Business SUBJECT Type V code amendment work item to develop Comprehensive Plan policy and municipal code amendment recommendations in regard to the Normandy Park Economic Development Implementation Report. STAFF Nicholas Matz AICP, Community Development Director BACKGROUND At its April 21, 2022 meeting the Planning Commission identified and reviewed the specific code amendment topic areas that it will study to recommend amendments as a result of the Economic Development Implementation Report work program. At its February 17, 2022 meeting the Planning Commission finalized its docket for the Economic Development Implementation Report work program: 1. Propose NPMC code amendments to focus on rehabilitating the retail and office leasing experience and use in the city’s commercial areas; 2. Propose NPMC code amendments to amend temporary use provisions ; 3. Propose NPMC code amendments to improve regulatory code clarity for redevelopment of commercial, mixed use, and multifamily residential zones in specialized design tools (the Normandy Park Manhattan Village Subarea Plan Planned Action Ordinance and TDR, PRD, and cottage housing sections); and 4. Examine how telecommunications regulations infrastructure improvements. The Planning Commission and City Council held a January 25, 2022 joint meeting to discuss and frame the recommendations from the EDI-Report into a work program. At its January 20, 2022 study session the Planning Commission studied a 2022 work program docket for this item. Commissioners emphasized an intent to pursue code implementation efforts over new policy development, including a focus on parking in commercial areas, street vacations and street end treatment for pedestrian connectivity, and planting median strips at entry points. Normandy Park Planning Commission June 16, 2022 Study Session The Economic Development Committee (EDC) delivered its Normandy Park Economic Development Implementation Report to the Normandy Park City Council in September 2021. Over the course of two meetings in October the City Council reviewed the report summary and recommendations and then directed a work program to the Planning Commission for policy and code amendment recommendations. The Planning Commission at the August 19, 2021 meeting received a presentation on the draft report from the consultant, in anticipation of this work program. Then Commissioners started a high level discussion at the November 18, 2021 study session. What the timeline looks like  October 26, 2021: City Council directs implementation of the Economic Development Study Report  November 18, 2021: Planning Commission begins its review of the report in Study Session with overview discussion of Summary Recommendations  December 9, 2021: Planning Commission continues its review of the report in Study Session, fleshing out and prioritizing proposal areas  January 20, 2022: Planning Commission finalizes its docket proposal list  January 25, 2022: Joint meeting of City Council and Planning Commission to identify policy and code amendments from docket proposal list  March 8, 2022: City Council establishes 2022 plan amendment docket  April- May-June 2022: Planning Commission studies policy and code amendments  June 13Q, 2022: Planning Commission reports to EDC meeting on draft amendments  June 14,3Q 2022: City Council hears from EDC  August 183Q, 2022: Planning Commission public hearing on 2022 plan amendments  September or October 2022: City Council begins study of Commission recommendations  November 2022: City Council acts on proposed policy and code amendments ANALYSIS AND FOCUSED APPROACH The commission combined parking infrastructure and demand – code number changes and create flexibility in the use of live-work and ground floor retail space as these are seen as linked by parking supply and demand. Commissioners want to explore linking improvements in pedestrian and bicycle connections to redevelopment as incentives but with a beneficial awareness for our transportation issues. Examining whether to create temporary retail use provisions for food trucks would be limited to examining the economic and spatial impacts on existing businesses. Commissioners agreed to re-examine regulatory code clarity for redevelopment of commercial, mixed use, and multifamily residential zones 1) between the general municipal code and the Normandy Park Manhattan Village Subarea Plan Planned Action Ordinance and 2) within the TDR, PRD, and cottage housing sections as there is no clarity between these regulatory structures and developer-anticipated outcomes. Normandy Park Planning Commission June 16, 2022 Study Session The commission decided to not include electric car charging facility or amend macro telecommunications facilities amendments in this first round of Implementation amendments. Electric car charging is not seen as an incentive in the focused commercial areas, and macro telecommunications facilities amendments are proceeding on a separate track now with the Community Development and City Attorney offices. Some of the tools we’ll be able to look at include:  NPMC parking requirements and then actual usage. We may need to inventory space and demand through leases and site counts and surveys.  A session where we invite food truck purveyors and commercial center managers to discuss their issues, concerns, and opportunities will inform whether economic impacts require code amendments.  A hard look at redevelopment potential, where we invite developers to discuss their issues and calculations. Staff recommends we examine the use of development agreements as an alternative to much of the specified-design intent of existing code. See MRSC links and the RCW/WAC. FISCAL IMPACT There is no direct cost to carrying out Type V plan- or municipal code- amendments. The city could see increased costs associated with program or capital infrastructure choices. POLICY CONSIDERATIONS The Comprehensive Plan’s Land Use, Housing, Transportation, and Economic Elements provide guidance on addressing how the City could increase the vibrancy, attraction, and economic stability of Normandy Park’s commercial and mixed-use areas. The Manhattan Village Subarea Plan and Planned Action Ordinance (SEPA) regulations are then codified in the NPMC. ATTACHMENTS N/A Normandy Park Planning Commission June 16, 2022 Study Session
