A. Motion to Approve PRDC Properties’ Escrow Arrangement for Land Development
Review Fees Related to the State Hospital Project
Motion to approve PRDC Properties’ request to post an initial escrow in the amount of
$50,000 to cover all legal, engineering, and administrative review fees associated with the land
development submission and review process.

B. Resolution No. 26-60: Appointment of Municipal Clerk – Beth Scott
To authorize the Municipality to enter into an agreement to provide Municipal Clerk services,
including attending Council meetings and preparing official meeting minutes, to ensure
accurate recordkeeping and compliance with municipal requirements.

XI. Municipal Administrator
A. Resolution No. 26-59: Request for Municipal Council to Authorize the Annual Microsoft
Licensing Subscription in the Amount of $47,480.40.
To authorize the Municipality to enter into an annual Microsoft licensing subscription to
ensure uninterrupted access to essential systems for all computer-based employees, while
achieving cost savings.
B. Request for Municipal Council to Approve Payment to Parking Mobility Transportation
Consulting, LLC. for April 2026 Invoice
To obtain Council authorization for payment of the April 2026 invoice submitted by PMT
Consulting, LLC. / John Morgan for consulting services, as the total cost exceeds the
previously approved contract amount.
XII. Planning & Municipal Development
A. George Washington Carver Community Center Annex Project Presentation
The purpose of this presentation is to provide Council with the George Washington Carver
Community Center's draft project exhibits for preliminary review and discussion. The
materials present a proposed addition to the existing building.
B. Public Hearing: Ordinance 26-04: Data Centers in the Heavy Industrial District
Public Hearing for Ordinance 26-04, to amend the Municipality of Norristown Zoning Code to
define data center-related uses and permit Data Centers and Data Center Accessory Uses in the
Heavy Industrial (HI) District by conditional use.
C. Motion to Consider Ordinance 26-04: Data Centers in the Heavy Industrial District
Motion to adopt Ordinance 26-04, amending Chapter 320 of the General Laws of Norristown
to establish and regulate Data Centers and Data Center Accessory Uses as conditional uses in
the Heavy Industrial District.
D. Resolution 26-62: Request for Council to approve Preliminary/Final Land Development
for 1520 Arch Street Extension Project (Hancock Elementary School)
Request for Council to consider approval of Resolution 26-62 granting preliminary/final land
development to the Norristown Area School District for the construction of an addition to
Hancock Elementary.
XIII. Police
A. Resolution 26-55: Request for Municipal Council's Approval to Hire (5) Entry Level
Police Officers
The Norristown Police Department requests approval from Municipal Council to hire five (5)
new police officers. The department is currently operating below its authorized staffing level,
placing additional strain on patrol operations, increasing overtime costs, and impacting on the
department's ability to provide consistent police services to the community. Filling these
vacancies will improve operational efficiency, enhance officer safety, and ensure the
department can continue to meet the public safety needs of the Municipality.
Resolution 26-56: Request Council's Approval to Purchase Protective Helmets from
B. Witmer
The Norristown Police Department Requests Municipal Council's approval to purchase
protective tactical helmets from Witmer Public Safety Group. These helmets provide
enhanced ballistic and impact protection for officers during high-risk incidents, including
tactical operations, active threat responses, warrant services, and other critical incidents where
additional personal protective equipment is necessary.
The purchase will improve officer safety by ensuring personnel have modern protective
equipment that meets current operational and safety standards. Approval is respectfully
requested to proceed with this purchase.
