She is our new Jr Bookkeeper/Customer Service Rep who will be working Wednesday, Thursday and Friday.  John and Sam had their first budget meeting on June 19th; the next one will involve the dept managers (fire, planning, and public works) and will occur on  One of our light poles was hit by Hood River Sand & Gravel. Working with P. Gaines at Brown & Brown to place a claim. Another one was hit by a citizen but repaired by us. Two poles will be replaced and submitted to insurance  Maintenance is currently interviewing PT candidates for a Maintenance I position. Infrastructure Updates:  Evergreen East – likely to happen in August – Hiland is putting in his stubs today (Clark & Sons are doing the work for Hiland at his expense)  Complete Streets – we will try to delay until next year  Emergency Repair – Council to approve at next meeting and vote on the $18000 grant and the work will be done next Wed – Friday  Chip Seal – have a meeting scheduled for next Tuesday. This project is feasible “if” the county will do the work. The County is doing their chip sealing on July 17 out in Carson so this would be for next year when the County will be moving west. Also, this grant proposal is due on 8.18.17 and they are doing work on 7.17.17. We need to communicate to Tim Homan how much road we will do so they can order chip seal if this goes through.  BRAC update. This is the $2.5M bridge repair update. State came by with Arnie at the County to look at our bridge. One of the bearings is maxed out. Seismic needs to be done. Upgrades to corrosion. Our State rep is Roman Peralta with WSDOT. He is the bridge engineer for local programs. He wants a line item from the engineers by 8.1.17. (Evidently there were cost overruns and underruns in the past so he wants the county to zero in more closely on cost estimates. He will go to the Committee in August. If we get the grant, we should be in good shape for 30-50 more years. Workshop Meeting Call to Order Roll Call – Councilor Forster is absent Unfinished Business Councilor Bianchi discusses capital projects and says his preference is that we focus on Lift Station 2 and 4 and if we can find the money, the Translite project. Coyote Ridge and the LED light grant updates. Engineer Devin recommends we apply for the chip seal TIB grant this year and try to partner with the County who has done no chip sealing for 7 years. Councilmember Comments  Councilor Sabo: thanks to Casey and Karen for their presentations  Councilor Whitcomb: thanks to Casey  Councilor Norris: excited to see so much going on  Councilor Bianchi: appreciate both presentations Mayor’s Comments Administrator’s Report - see attached City Attorney’s Report Unfinished Business  Fire dept hot water – Councilor Norris is working with the fire chief to put in a boiler which will cost $2500 and generate hot water for the building. Fire Chief Glenn has evidently done some research on this and can comment at a future meeting  Approval of Low Bid (Granite Construction/$625,625 contract) - solicitations for Evergreen East went out and the low bidder was Granite. Nutter came in at $662,600. Attorney Ken advises that Council needs to award the bid in the amount of $625,625. Engineer Devin states he will need to prepare a cost update to grantor TIB (ie, budget for the next phase). Motion to award the amount by Councilor Bianchi; seconded by Councilor Norris and unanimously approved. 5 New Business  Motion to Excuse Councilor Forster by C. Bianchi, seconded by C. Whitcomb and unanimously approved.  Foundations Discovery Network billing procedure for sewer and water – Foundations has requested a rate structure for water/sewer which is not based on hotels. They consider themselves to be a hospital-like entity. Research will be done with Pathways or Oxford House and other mental health facilities to see how cities bill them. Attorney Ken references Cost of Service Analysis (a technique used by cities in establishing rates. Can piggy back off other cities and/or call WCIA.) Other comments by Attorney Ken include: number of rooms do not equate to number of beds as some rooms have two beds while others have one. Note: Council may adjourn to executive session in accordance with RCW 42.30.110 during any meeting. 6 June 13, 2017 City Administrator’s Report  Pre bid meeting for Evergreen East was May 30th.  Review of proposals June 9th.  Budget discussions starting in June with John Spencer.  Negotiations continuing with ATU.  TIB annual seminar was on June 7th. Grants available to us are: (1) Small City Arterial Program (SCAP)(Evergreen East is SCAP)($900K) (2) Small City Sidewalk Program (SCSP) ($150-300K) (3) Small City Preservation Program (SCPP) The SCPP program speaks to many of our road issues including:  Full Depth Reclamation (where you pulverize the existing surface into the base) ($350K)  Overlay where you have alligator cracking ($75-200K)  Chip Seal ($25-100K) All of these are dependent on what is called PCR (Pavement condition rating) and the TIB (grantors) have a map showing where we rate as of their last audit. Applications are due to TIB on August 18, 2017 and the TIB Board will select projects on November 17. There are other funding opportunities which TIB provides including relight Washington (which is our LED grant in progress) and Complete Streets (for which we have a grant already) and Small City Federal Match Program. The latter is a $15,000,000 first come first serve grant where they will pay the 13.5% match for small cities who have “federal” grants. This local match is for road projects only. I welcome your comments on these grants and will meet with Don, Tom, Devin and Bryan to get their input on which grant (above) they think we should apply for. Once a decision is made, then it may need to be incorporated into the TIP (Transportation Improvement Plan), depending on the requirements of the grant. John Spencer has been doing that for us. 7  CITY OF NORTH BONNEVILLE ORDINANCE #1080 AN ORDINANCE OF THE CITY OF NORTH BONNEVILLE, WASHINGTON, AMENDING NORTH BONNEVILLE MUNICIPAL CODE SECTION 9.20.020, DATES AND TIMES COMMON FIREWORKS MAY BE SOLD OR DISCHARGED. WHEREAS, North Bonneville is amending Municipal Code 9.20 relating to fireworks; and WHEREAS, North Bonneville seeks to restrict the days hours a person can buy, sell or discharge fireworks; NOW, THEREFORE, the City of North Bonneville, Washington, does hereby ordain as follows: Section 1. Amending Section 9.20.020, Dates and times common fireworks may be sold or discharged. Section 9.20.020 is hereby amended as follows: 9.20.020 Dates and times common fireworks may be sold or discharged. It is illegal to sell, purchase, use and discharge common fireworks within the City limits of North Bonneville except on June 28th twelve (12:00) noon to eleven (11:00) p.m., June 29th to July 3rd nine (9) a.m. to eleven (11:00) p.m. daily, July 4th from nine (9:00) a.m. to midnight (12:00) a.m. of the subsequent day, and July 5th nine (9:00) a.m. to eleven (11:00) p.m. and December 31st from six (6:00) p.m. to one (1:00) a.m. January 1st of the subsequent year. (Ord. 953, 2009; Ord. 805, 2001: Ord. 708 § 1, 1994: Ord. 505 § 2, 1982). The effective date shall be June 28, 2018. A summary of this ordinance shall be published in the Pioneer. The ordinance shall be effective one year after passage, filing with the City Clerk, and publication.
