A. ROLL CALL OF OFFICERS
Streetar called the meeting to order at 6:00 PM. Duffy, Streetar, Price and Will present. Hornung
excused.

D. ANNOUNCEMENTS
1. The Board recognized Brian Abitz for his 25 years of service to the Village.
2. Lisa McArthur from Envision Greater Fond du Lac gave an update on what they have been working
on along with an update to the funding situation they currently are dealing with.
E. PUBLIC HEARING
1. The Board adjourned to public hearing @ 6:20pm for proposed Ordinance 2023-4, and ordinance
amending 21.05(2)(c) REQUIRED OPEN SPACE and Ordinance 2023-6 an ordinance amending
21.13(4)(f)(1) YARDS. President Streetar called for public comment 3 times, hearing none, the
Board adjourned from public hearing @ 6:21pm
F. PRESIDENTS BUSINESS AND STAFF REPORTS
1. Administrator Leonard and present Department Heads gave a summary of the weekly report.
G. CONSENT AGENDA
1. Approve the minutes of the following Village Board Meeting: 09/18/2023.
2. Approve invoices and authorize checks to be drawn on the respective funds as indicated.
3. Approve the following operator license:

Motion to approve by Will, second by Price. 4 ayes. Motion carries.
H. ADMINISTRATIVE
1. The Board had a brief discussion on the State and Local Fiscal Recovery Funds (SLFRF).
Administrator Leonard gave a brief update on the municipal building facilities study along with a
timeline for the Prospect Avenue corridor study. Chief Pautsch also talked to the Board about
possibly replacing a speed limit sign that has recently broken. Pautsch informed the Board that the
cost was around $5k. The Board asked Leonard to bring a resolution to the next meeting for such
funding.
2. The Board discussed and were presented with the General Government, TIF, Debt Service, and
Outdoor Recreation budgets for 2024.
3. The Board did not have any discussion on the other portions of the 2024 budget.
4. During the discussion for the 2024-2028 capital budget, Chief Flaherty explained the Fire apparatus
and his plans for the fleet. After some discussion, it was decided to have Flaherty put together
additional information for a future meeting to discuss this in greater detail.

1. The Board discussed Ordinance O-2023-04 an ordinance amending 21.05(2)(c) Required Open
Space. Second Reading.
Motion by Duffy to approve, second by Price. Roll call: Duffy-yes, Streetar-yes, Price-
yes, Will-no. 3 ayes, 1 nay. Motion carries 3-1
2. The Board discussed Ordinance O-2023-05 an ordinance amending 10.04(2)(e), Driveways. Second
reading.
Motion by Price to approve, second by Duffy. Roll call: Duffy-yes, Streetar-yes, Price-
yes, Will-yes. 4 ayes. Motion carries.
3. The Board discussed Ordinance O-2023-06 an ordinance amending 21.13(4)(f), Yards. Second
reading.
Motion by Will to approve, second by Duffy. Roll call: Duffy-yes, Streetar-yes, Price-
yes, Will-yes. 4 ayes. Motion carries.

A motion was made by Price with a second by Will to adjourn at 7:21 P.M.- 5 ayes.
