PLANNING COMMISSION MINUTES Meeting Date February 2, 2023 Members Present: Bryant DeLong Members Absent: Jesse Smith Byron Spencer Lyndsey Magrone Drew Stiehl Sarah Sheckells John Talbot Also Present: Xue Wood, Director of Community Development Megan Summers, Development Specialist 1. CALL TO ORDER Commissioner Spencer opened the meeting at 6:01 p.m. 2. APPROVAL OF AGENDA Commissioner Sheckells moved to approve the Planning Commission Agenda for the present meeting on February 2, 2023 and was seconded by Commissioner Stiehl. All said aye. Motion passed unanimously. 3. APPROVAL OF OCTOBER 13 COMMISSION MINUTES Commissioner Stiehl moved to approve the October 13, 2022 Planning Commission minutes and was seconded by Commissioner Sheckells. All said aye. Motion passed unanimously. 4. COMMENTS FROM PUBLIC None 5. COMMISSIONER AND STAFF INTRODUCTIONS Commissioners and Staff introduced themselves for the first meeting of the year. 6. NOMINATIONS AND APPOINTMENT OF PLANNING COMMISSION CHAIR AND SECRETARY Commissioner Magrone was nominated by Commissioner Sheckells as Commission  Chair. Commissioner Magrone accepted the nomination. A vote was taken and Commissioner Magrone was named Chair 5 – 0. Commissioner Stiehl was nominated by himself as Commission Secretary. Commissioner Stiehl accepted the nomination. A vote was taken and Commissioner Stiehl was named Secretary, 5 – 0. 7. ITEM ONE – DISCUSSION OF A TEXT AMENDMENT REGARDING RECREATIONAL MARIJUANA Staff presented to the Commission regarding upcoming changes to the zoning code regarding recreational marijuana. Discussion ensued. 8. ITEM TWO – DISCUSSION OF A TEXT AMENDMENT REGARDING SHORT- TERM RESIDENTIAL DWELLING UNIT RENTAL Staff presented to the Commission regarding upcoming changes to the zoning code regarding short-term residential dwelling unit rentals. Discussion ensued. 9. COMMENTS FROM STAFF Staff thanked the Commissioners for their attendance this evening and provided them an update on current planning initiatives in North Kansas City. 10. COMMENTS FROM COMMISSIONERS Mayor Delong commented on the transfer of medical marijuana facilities to general facilities in the coming days. 11. ADJOURNMENT As there was no further business, Commissioner Sheckells moved to adjourn the meeting and was seconded by Commissioner Stiehl. The motion carried unanimously.
