1. CALL TO ORDER
Councilor Wolter called the meeting to order at 5:04 p.m.
2. ROLL CALL
Present: Mayor Krista Wolter, Councilors Sara Shah, Andrew Gaspard, Grover Sayre, Mark
Azman
City Staff Present: Administrator Kevin Kress, Administrative Assistant Deb Breen
Others Present: NOHOA Board President Andrew Hawkins, Board members Mark Houge, Bill
Long, Julie Huppert, Damien LePoutre, Alan Hummel, Ted Risdall, NOHOA Staff Community
Director Amanda Mason, NOHOA Engineer Kristie Elfering
A quorum was declared present.
3. DISCUSSION ITEMS
3a. Joint City/NOHOA discussion and possible action on City/NOHOA activities and interests within the
City of North Oaks and collaboration matters including but not limited to:
1. Introduction of Dr. Dave Webb and Homerun Leadership
2. Purpose: Build collaborative relationship and develop processes for joint decision making and direction
3. Process: Evaluate the science of team decision making; using IROD framework and exercising the
Homerun Leadership app
4. Evaluate and learn the process of joint decision making, and develop one together with the
City/NOHOA
HIGHLIGHTS OF THE MEETING INCLUDE:
• Mayor Wolter introduced the joint session as a continuation of discussion of topics in
which collaboration is needed by both the City of North Oaks and NOHOA. Items of
shared interest include office space, privacy, natural environment (trees, forests, water),
infrastructure and how to update throughout community, and long-term maintenance
within the City. Goal of the session is to discuss ideas of importance to both groups, what
is the process for moving forward and vetting ideas with both organizations.
• The License plate reader pilot program and sharing office space are examples of good
collaboration. Would like to incorporate new technology enhancements where applicable,
ensure strength of future home values and continue as premier community.
• Wolter introduced Dr. Dave Webb from IOR Leadership Science. Dr. Webb expressed
that his purpose is to help Council and NOHOA make the community better.
• Members of NOHOA Board, City Council, and respective staff introduced themselves
and stated something they enjoy and feel is a priority in our community. Highlights
include: natural environment, rural nature, sense of community, great place to raise
family, great neighbors, trails, conservation area, golf course, great views of nature, and
community involvement.

• Webb explained the team collaborative decision-making fundamentals: Information,
Reactions, Options, Decision (IROD). Problem solving, conflict management and
working through conflict all follow the same core pattern. The IROD framework can be
used for getting all the information to all team members and conducting efficient
meetings and getting to informed decision.
• Mr. Webb explained the IROD app process. All agreed by show of raised hands to have
balanced voting between groups when it comes to voting on issues. City Council and
NOHOA Board will each have 6 votes. NOHOA and City staff members cannot vote, but
can submit input for consideration.
• First topic covered was:
1. What part of collaboration with NOHOA and City is working well?
2. What part of collaboration with NOHOA and City is NOT working well.
3. What ideas can you brainstorm to make our Collaboration and Partnership
w/NOHOA & NOCC even better.
• All members anonymously submitted answers to each question through the IROD app.
The results of each question were read off and shared with the group. Each NOHOA
Boardmember and City Councilor then ranked the answers to Question #3 by priority
level 1 – 5.
• The top results receiving 5-star rankings were:
o have a shared vision
o adjoining offices
o alignment on street and utility projects
o meeting with ASC/Planning and Planning Commission to eliminate duplicity
o development of Strategic vision and plan with action items to achieve

• Dr. Webb asked everyone to take the Leadership quiz on the website to help determine
each’s management style. Dr. Webb’s book “Homerun Leadership – Your Guide to
Better, Faster Team Decisions” was given to everyone as a resource and referenced
during discussions on leadership styles.
• Mayor Wolter asked Dr. Webb approximately how many hours of collaborating that it
might take to get into action strategies. He stated about an hour, but it is up to team how
much to delve into each topic. He stated it might take a few more sessions.
• A doodle poll will be sent out with options for a follow up joint session within the next
few weeks.
15. ADJOURN
MOTION by Azman, seconded by Shah, to adjourn the meeting at 7:10 p.m.
Motion carried unanimously.
