Approve the application by Fraternal Order of Eagles #2839 for a Special Designated License on September 6, 2024 from 1:00 p.m. to 1:00 a.m. at 620 North Chestnut for the Cody Cruisers supper and registration. To authorize the Mayor to execute the High Intensity Drug Trafficking Area (HIDTA) Initiative— Cooperative Operation for Drug Enforcement (CODE) Grant, required certified assurances and other application documents. Approve application by Brick Street Cork and Cap for a Special Designated License on June 28, 2024 from 3:00 p.m. to 11:30 p.m. at Jerry Remus Chevrolet at 3801 South Jeffers Street for Business after Hours. (Pages 11-12) (Angela Gilbert, City Clerk) REGULAR AGENDA CLOSED SESSION TO DISCUSS PERSONNEL, REAL ESTATE TRANSACTIONS OR POTENTIAL LITIGATION TO PROTECT THE PUBLIC INTEREST (IF NECESSARY) 2. Approve the renewal of the Interlocal Fuel Agreement between Lincoln County and the City of North Platte for services of providing fuel to the Lincoln County Roads Department and authorize the Mayor to sign all documents for the City. Accept the lease proposal and authorize the Mayor to sign all necessary documents regarding lease purchase financing with U.S. Bancorp Government Leasing and Finance, Inc. for two (2) Freightliner M2- 106 chassis with 20-yard Labrie Expert (side-arm garbage trucks) for use by the Sanitation Department in the total amount of $683,718. First reading and action on Ordinance No. 4168 to Amend Title IX, Chapter 90, Section 90.03 of the Code of the City of North Platte, relating to the Enforcement of Animal Control Ordinances. Adopt the recommendation by the City Planning Commission for preliminary and final approval of Cadena Replat located at 2803 West 6th Street and approval of a variance to Section 155.093(D) to allow the depth of the lot to exceed (3) three times the width. Adopt the Resolution regarding the Redevelopment Plan for the Canteen Commons Apartments Redevelopment Project and approval of related actions. Adopt the recommendation by the North Platte Planning Commission for an amendment to the City of North Platte Comprehensive Plan 2011 Future Land Use Map to amend certain land Residential Low Density Single Family to Commercial located on South Buffalo Bill Avenue north of West State Farm Road. Action to adopt Ordinance No. 4165 to rezone certain land from an A-1 Transitional Agricultural District to a B-2 Commercial District located on South Buffalo Bill Avenue north of West State Farm Road. Consider action on an application by Lonestar Cowboy Church of North Platte for a Conditional Use Permit to allow a church and accessory structures to be located at 1911 North Buffalo Bill Avenue. Consider action on the recommendation by the North Platte Planning Commission to adopt Ordinance No. 4167 to rezone certain lands from an R-M Mobile Home District to an R-3 Dwelling District located at 2401 East 2nd Street. Adopt the recommendation by the City Planning Commission for preliminary and final approval of Platteview Fourth Replat located at 2401 East 2nd Street.
