MINUTES OF THE SPECIAL CITY COUNCIL MEETING September 24, 2024; 6:30 p.m. CALL TO ORDER A Special Meeting of the Council of the City of North Platte, Nebraska was convened in open and public session in the City Hall Council Chambers at 211 West 3rd Street. Present were Nisley, Tryon, Volz, Lucas, Garrick, Flanders, ROLL CALL Woods. Rieker was absent at roll call and arrived late. Mayor Brandon Kelliher presided and City Clerk Angela Gilbert recorded the proceedings. OPEN MEETINGS Mayor Kelliher stated that a current copy of the Open Meetings ACT Act of Nebraska is posted on the wall at the back of the Council Chambers. Notice of the meeting was given in advance thereof by posting in three public places in the City as follows: North Platte Public Library, Lincoln County Courthouse, City Hall Office, the designated method for giving notice (certificate of posting), being attached to these minutes. Proceedings hereafter shown were taken while the meeting was open to the attendance of the public. ITEM #1 Volz moved and Rieker seconded the motion to approve the WWTP LAGOON selection of EFI USA, LLC for Anaerobic Lagoon Liner work LINER WORK for the Industrial Wastewater Treatment Plant and authorize Mayor to negotiate and execute the contracts. Roll call vote: "AYE": Nisley, Tryon, Volz, Lucas, Garrick, Flanders, Rieker, Woods. "NAY": None. Motion carried. ITEM #2 Garrick moved and Flanders seconded the motion to approve the DOWHOWER bid and authorize the Mayor to negotiate and sign contract CONSTRUCTION documents with Dowhower Construction, Inc. for Cody Park FOR CODY PARK Pool Expansion. Roll call vote: "AYE": Nisley, Tryon, Volz, POOL EXPANSION Lucas, Garrick, Flanders, Rieker, Woods. "NAY": None. Motion carried. Garrick moved and Rieker seconded the motion to waive the ITEM #3 three readings and approve Ordinance No. 4184 amending APPROVE Salary Ordinance No. 4177 establishing a salary schedule for the ORDINANCE 4184 position of Serviceman/Lineman and updating the salary schedule for the positions of Wastewater Treatment Plan Operator and Utility Maintenance Worker IV. Mayor Kelliher instructed Ordinance No. 4184 to be read by title one time only. Roll call vote: "AYE": Nisley, Tryon, Volz, Lucas, Garrick, Flanders, Rieker, Woods. "NAY": None.
