MINUTES OF THE MEETING OF THE NORTH PLATTE PLANNING COMMISSION HELD ON THE 24 th
DAY OF OCTOBER 2023 IN THE CITY HALL COUNCIL CHAMBERS.
MEMBERS PRESENT: David Fudge, Jeff Bain, Emily Wurl, Angie Forbes, Lee Davies,
Kert McKeone, Nelson Jett
MEMBERS ABSENT: Kathleen Matthews, Glenn Van Velson
STAFF MEMBERS PRESENT: Judy Clark, Planning Administrator; Kevin Kreger, Recording Secretary,
Bill Troshynski, City Attorney
Notice of the meeting was given in advance thereof, by posting in at least three places in the City as follows: North
Platte Public Library, Lincoln County Courthouse, and City Hall offices.
Notice of the meeting was given to the Chairman and all members of the Planning Commission. Availability of the
agenda was communicated in the advance notice and in the notice to the Chairman and members of the Commission.
All proceedings thereafter shown were taken while the convened meeting was open to the attendance of the public.
Chair Fudge called the meeting to order at 5:30 p.m. and stated a current copy of the open meetings act of Nebraska
is posted at the back of the Council Chambers.
2. Bain moved and Forbes seconded the motion to approve the minutes of the meeting held September 26, 2023.
Voting Aye: Fudge, Bain, Wurl, Forbes, Davies, McKeone, Jett. Voting Nay: None. Absent: Matthews, Van
Velson. Motion carried.
3. Public Hearing Discuss and consider action on an amendment to the City of North Platte Code of Ordinance
adding Section 95.30 regarding Parking and Storing of RVs.
Chair Fudge opened the public hearing.
Judy read a letter received from Janis Knight reference campers and RVs parked on or near West Philip Ave.
and Buffalo Bill encouraging the City Planning Commission and City Council to take appropriate measures to
address the ongoing issue.
Bain moved and Davies seconded the motion to close the public hearing. Voting Aye: Fudge, Bain, Wurl,
Forbes, Davies, McKeone, Jett. Voting Nay: None. Absent: Matthews, Van Velson. Motion carried.
Judy stated that the proposed Ordinance is in front of planning commission after months of discussion. The
Ordinance would help address the concern of living in RVs for more than 7 consecutive days and provide
clearer description of where and when RVs may be parked.
Bill Troshynski suggested for uniformity to place Ordinance under Chapter 76 which is where parking rules are
in city code.
Discussion held.
Wurl moved and Forbes seconded the motion to make a recommendation to the North Platte City Council to
approve an amendment to the City of North Platte Code of Ordinances adding Section 76.22 regarding Parking
and Storing of RVs, limiting street parking to 72 hours from April thru October. Voting Aye: Fudge, Bain, Wurl,
Forbes, Davies, McKeone, Jett. Voting Nay: None. Absent: Matthews, Van Velson. Motion carried.

4. Public Hearing Discuss and consider action on annexation of Parcel ID #0030765.00, 0030770.00, 0055490.00,
0055495.00, and 0053625.00 described as Tracts B and C of the North Platte Farms Subdivision located in the
South Half of Section 3 and the North Half of Section 10, Township 13 North, Range 30 West of the 6th P.M.,
in Lincoln County, Nebraska, together with the adjoining accretion land, into the corporate limits of the City of
North Platte consisting of approximately 158 acres.
Chair Fudge opened the public hearing.
Judy stated that the proposed annexation was requested by the current property owner. Planning staff
recommends the proposed annexation. The property is adjacent and abutting to the current corporate limits of
the City of North Platte.
Gary Person, 502 S. Dewey, was present and spoke recommending 100% support.
Bain moved and Jett seconded the motion to close the public hearing. Voting Aye: Fudge, Bain, Wurl, Forbes,
Davies, McKeone, Jett. Voting Nay: None. Absent: Matthews, Van Velson. Motion carried.
Bain moved and Wurl seconded the motion to make a recommendation to the North Platte City Council to
annex Parcel ID #0030765.00, 0030770.00, 0055490.00, 0055495.00, and 0053625.00 described as Tracts B
and C of the North Platte Farms Subdivision located in the South Half of Section 3 and the North Half of
Section 10, Township 13 North, Range 30 West of the 6th P.M., in Lincoln County, Nebraska, together with the
adjoining accretion land, into the corporate limits of the City of North Platte consisting of approximately 158
acres. Voting Aye: Fudge, Bain, Wurl, Forbes, Davies, McKeone, Jett. Voting Nay: None. Absent: Matthews,
Van Velson. Motion carried.

Judy mentioned that next month’s agenda may include the consideration of amending Planned Unit
Development
