Present: 7- Council Member David DeLong, Council Member Clarice Grabau, Council Member Suzie Nakasian, Council Member Brad Ness, Council Member Jessica Peterson White, Council Member Erica Zweifel, and Mayor Pownell. REGULAR AGENDA 1. 19-809 Discussion of Snow Removal Policy. Street and Parks Supervisor Behrendt presented information on the snow removal policy and operations. Behrendt outlined maps of downtown and sidewalk and path plowing routes and explained the staffing along with the time expected for each route. Public Works Director/City Engineer Bennett presented results from the snow removal survey from our new survey tool, POLCO. City Administrator Martig noted that we are within Snow Removal Policy guidelines. Bennett and Martig answered questions posed by Council. 2. 19-810 Discussion on Accessory Dwelling Unit regulations in Chapter 34 - Land Development Code. Community Development Director Baker presented on Accessory Dwelling Units and the recommendations being brought to Council for approval. Baker clarified the definition of an ADU. Baker mentioned the benefits ADUs will bring to Northfield and the timeline of this project. Baker and City Planner Tempel answered questions posed by Council. Council commented on the proposed changes to be considered to refine the ADU Ordinance. Council took a 5 minute break at 8:08 PM and resumed at 8:16 PM. 3. 19-811 2019 Street Reclamation Project - Assessment Discussion. Engineering Manager Simonson presented the 2019 Street Reclamation Project assessments and recommended staff changes. Simonson noted staff is seeking Council's direction on recommended changes. Noted the Benefit Appraisals and subject properties. Outlined the project process and time line for the upcoming May Public Hearing. Public Works Director/City Engineer Bennett and Simonson answered questions posed by Council.
