Mayor Pownell called the meeting to order at 6:02 pm.

APPROVAL OF AGENDA
Mayor Pownell noted the supplemental memos including moving item 4 to first item on
the regular agenda and removing item 9 from the agenda.
A motion was made by Council Member Nakasian, seconded by Council Member
Ness, to approve the agenda as amended by moving #4 to the regular agenda
and removing #9 from the agenda. The motion carried by the following vote:

A motion was made by Council Member Ness, seconded by Council Member
Grabau, to approve the June 16, 2020 City Council Meeting Minutes. The motion
carried by the following vote:

4. Res. 2020-061 Consider Resolution Providing for the Issuance and Sale of $5,425,000
General Obligation Street Reconstruction, Improvement and Stormwater
Revenue Bonds, Series 2020A for Public Improvements.
Nick Anhut, Ehlers & Associates, introduced this item. Anhut reviewed the purpose of
the issuance, noted bond rating affirmed at AA and results were very positive. Noted
assumes negative impacts related to COVID-19 and global recession, but overall no
changes. Received 9 bids, below 1% interest cost, resulting in the final sizing of the
bonds at $5,025,000. This provides a saving to the general levy, stormwater fund and
assessment payers. Recommended award to Piper Sandler & Co. Anhut answered
questions posed by Council.

A motion was made by Council Member Ness, seconded by Council Member
Grabau, to approve Resolution 2020-061 - Awarding the Sale of $5,025,000
General Obligation Improvement, Street and Utility Bonds, Series 2020A. The
motion carried by the following vote:

Pownell
13. Ord. 1014 Consideration of Ordinance Amending Section 2-26 of City Code Relating to
2021 and 2022 Mayor and City Council Compensation.
City Administrator Martig introduced this item.
A motion was made by Council Member Peterson White, seconded by Council
Member DeLong, to approve the first reading of Ordinance No. 1014 - Amending
Section 2-26 of City Code Relating to 2021 and 2022 Mayor and City Council
Compensation. The motion carried by the following vote:
Yes: 5- C. Grabau, C. Nakasian, C. Ness, C. Peterson White, and Mayor Pownell
No: 1- C. DeLong
14. 20-347 Consider Amendment to Forgivable Loan to the Northfield Historical Society
for Temporary Allowance of Discontinued Use of Public Bathroom Due to
COVID-19 Operational Restrictions.
City Administrator Martig introduced this item. Cathy Osterman reviewed the items in her
letter. Martig and Osterman answered questions posed by Council.
A motion was made by Council Member Ness, seconded by Council Member
DeLong, to approve the amendment to the Forgivable Loan to the Northfield
Historical Society to allow for temporary discontinued use of public bathrooms
through September 14, 2020 due to COVID-19 operational restrictions. The motion
failed by the following vote:
Yes: 2- C. DeLong, and C. Ness
No: 4- C. Grabau, C. Nakasian, C. Peterson White, and Mayor Pownell
7. Res. 2020-062 Correction to Ownership Record for HRA Property at 302 Dresden Avenue.
City Attorney Hood introduced this item. Hood answered questions posed by Council.
A motion was made by Council Member Ness, seconded by Council Member
Grabau, to approve Resolution 2020-062 - Approving the Correction of Real Estate
Records by the Conveyance of Title to City-owned Real Property to the Northfield
HRA. The motion carried by the following vote:
Yes: 4- C. Grabau, C. Nakasian, C. Ness, and C. Peterson White
No: 2- C. DeLong, and Mayor Pownell
15. Res. 2020-064 Consider Resolution of Support for Additional State Requirement of Masks
and Face Coverings for Indoor Spaces.
City Administrator Martig introduced this item and answered questions posed by Council.

A motion was made by Council Member Nakasian, seconded by Council Member
Grabau, to approve Resolution 2020-064 - Requesting Governor Tim Walz
Implement a Statewide Mandate for Facial Coverings to be Required in Indoor
Public Settings to Reduce the Spread of COVID-19. The motion carried by the
following vote:
Yes: 6- C. DeLong, C. Grabau, C. Nakasian, C. Ness, C. Peterson White, and Mayor
Pownell
16. 20-348 Consider Requirement of Face Coverings for Indoor City Facilities.
City Administrator Martig introduced this item and answered questions posed by Council.
City Attorney Hood answered questions posed by Council.
A motion was made by Council Member Nakasian, seconded by Council Member
Peterson White, to direct City Administrator Martig to implement a requirement
for face coverings in public spaces for City owned and operated indoor facilities.
The motion carried by the following vote:

City Administrator Martig noted the quarterly financial report attached. This report has
been reviewed by the Council Finance Policy subcommittee and will continue to evolve.

regarding passing of Gary Ebling. Thanked School District for barriers provided.

Mayor Pownell - Reported on meeting with Steve Grove as part of the Minnesota Mayor's
Together Initiative. Noted it was a good opportunity to hear from Grove and as well as
from other cities about shared resources. Will keep the Council updated.
