PUBLIC HEARINGS AND RELATED ACTION 9. 21-104 Public Hearing on Adopting the Street Reconstruction and Overlay Plan (SROP) and Issuance of Street Reconstruction and Overlay Bonds. Mayor Pownell declared the Public Hearing open at 6:08 p.m. City Engineer/Public Works Director Bennett introduced the item giving background information and detailing the 2021-2025 Street Reconstruction and Overlay Plan. Bennett answered questions from the Council. A motion was made by Council Member Ness, seconded by Council Member Nakasian, to close the Public Hearing at 6:18 p.m.. Res. 2021-016 Consider Resolution Adopting the Street Reconstruction and Overlay Plan and Issuance of Street Reconstruction and Overlay Bonds. City Engineer/Public Works Director Bennett answered questions from the Council. A motion was made by Council Member Peterson White, seconded by Council Member Ness, to approve Resolution No. 2021-016 Approving a Street Reconstruction and Overlay Plan and Giving Preliminary Approval to the Issuance of Street Reconstruction and Overlay Bonds. Res. 2021-017 Requested Action on the Conditional Use Permit for St. Olaf College - Ole Avenue Housing Project for the Perimeter Transition Area. City Planner Schmidt introduced the item and presented background information on the project noting two resolutions were included in the packet for consideration. Community Development Director Baker, City Engineer/Public Works Director Bennett and Schmidt answered questions from the Council. Jan Hanson, Vice President/Chief Financial Officer for St. Olaf College, and Dr. Hassel Morrison, St. Olaf College, answered questions from the Council. A motion was made by Council Member Nakasian, seconded by Council Member Peterson White, to approve Resolution No. 2021-017 Approving a Conditional Use Permit for the Perimeter Transition Area for the St. Olaf College Ole Avenue Housing Project removing the additional 28 parking stalls from the project. The motion carried by the following vote: Yes: 4- C. Grabau, C. Nakasian, C. Peterson White, and C. Reister No: 3- C. Ness, Mayor Pownell, and C. Zuccolotto 12. Ord. 1022 Consideration of Ordinance Amendment 1% for the Arts for Capital Projects. City Administrator Martig introduced the item noting changes from review at the last Council work session. Martig answered questions from the Council. A motion was made by Council Member Nakasian, seconded by Council Member Peterson White, to approve the first reading of Ordinance No. 1022 Amending Northfield City Code, Chapter 2 - Administration, Article VI - Boards and Commissions. The motion carried by the following vote: Yes: 7- C. Grabau, C. Nakasian, C. Ness, C. Peterson White, Mayor Pownell, C. Reister, and C. Zuccolotto Recess Council recessed at 7:15 p.m. Council meeting resumed at 7:22 p.m. 13. 21-105 Discussion of Budget Amendment Waiving Liquor License Fees for 2021. City Administrator Martig introduced the item for discussion only. The Council was in support of waiving the liquor license fees for 2021. This item will be on the March 2, 2021, Consent Agenda for action. 14. Res. 2021-018 Consider Resolution to Accept Public Improvements and Authorizing Final Payment for the Biosolids Replacement Project. Utilities Manager Wagner introduced the item and provided background information on the project. City Administrator Martig and the Council thanked Wagner, City Engineer/Public Works Director Bennett and staff for their work on this project. A motion was made by Council Member Ness, seconded by Council Member Peterson White, to approve Resolution No. 2021-018 Accepting Public Improvements and Approving Final Payment for Project WSTR2018-J16 Biosolids Replacement Project. The motion carried by the following vote: Yes: 7- C. Grabau, C. Nakasian, C. Ness, C. Peterson White, Mayor Pownell, C. Reister, and C. Zuccolotto 15. 21-106 Police Policy Task Force Report. Elliott and Task Force Members Livingston and Antoine presented on the task force's work. Elliott answered questions from the Council. Task Force Members commented on the Policy.
