Mayor Pownell called the meeting to order at 6:03 p.m.

A motion was made by Council Member Peterson White, seconded by Council
Member Nakasian, to approve the agenda. The motion carried by the following

15. Res. 2021-062 Consider Resolution providing for the Sale of $4,475,000 General Obligation
Street Reconstruction, Improvement and Equipment Bonds, Series 2021A for
Public Improvements.
Nick Anhut, Senior Municipal Advisor with Ehlers and Associates, introduced the item
detailing information regarding the sale of $4,475,000 General Obligation Bonds to
include 1) $1,610,000 Bluff View Phase I Improvements; 2) $2,470,000 for the 2021 Mill
& Overlay; and 3) $395,000 for plow truck purchase. Financing bids will be presented at
the August 17, 2021 Council Meeting. City Engineer/Public Works Director Bennett, City
Administrator Martig and Anhut answered questions from the Council.
A motion was made by Council Member Nakasian, seconded by Council Member
Peterson White, to approve Resolution No. 2021-062 Providing for the Sale of
$4,475,000 General Obligation Street Reconstruction, Improvement and
Equipment Bonds, Series 2021A. The motion carried by the following vote:

16. 21-447 West Riverwalk Entrance Improvement Discussion.
City Engineer/Public Works Director Bennett introduced the item and introduced Karl
Weissenborn and Mark Miller from SEH. Weissenborn and Miller presented drawings for
the Riverwalk West Side preliminary concept. City Administrator Martig, Weissenborn,
Miller and Bennett answered questions from the Council. Council members provided
input and commented on the conceptual drawings.
17. 21-448 Review of Mill Towns State Trail Conceptual Corridor Design and Preliminary
Engineering from Riverside Park to the Waterford Bridge.
City Engineer/Public Works Director Bennett introduced the item and introduced Reese
Sudtelgte with ISG. Sudtelgte presented a Google Storymap regarding the Mill Towns
State Trail Conceptual Corridor Design and Preliminary Engineering from Riverside Park
to the Waterford Bridge. Scott Haugen with the Minnesota Department of Natural
Resources was also present. City Administrator Martig, Sudtelgte and Bennett answered
questions from the Council. Council Members provided input on the conceptual trail
design. Bennett outlined next steps in the project.

Council recessed at 8:04 p.m. Council meeting resumed at 8:10 p.m.
18. 21-449 Community Development Department Needs Assessment and Organizational
Change Considerations.
Community Development Director Mitzi Baker introduced the item. Baker gave an
overview of the Community Development Department Assessment and the City/NDDC
Contract for Services and option for service integration into the Community Development
Department. Kathleen Holmes, NDDC, provided input on the partnership of the NDDC
and the City. City Administrator Martig and Council Members provided input on the item.
Martig, Baker and Holmes answered questions from the Council.

19. 21-450 City Administrator's Update.
City Administrator Martig gave an update on City operations and developments along with
a comparison on debt per capita for Northfield versus comparable cities.

OPEN PUBLIC COMMENTS
Persons may take one opportunity to address the Council for two (2) minutes (not including interpreter’s time) on any
topic, even if on the agenda, with the condition that they may not speak on the same item later in the meeting. No
notification of the Mayor is required. However, speakers are asked to complete a sign up card. Persons wanting a
response to a question must submit the question in writing to the recording secretary. Questions must include name and
information on how to contact. Comments may also be made electronically until 12:00 noon on the day of the meeting
through the eComment (electronic comment) system.
REGULAR AGENDA
