Mayor Pownell declared the public hearing open at 6:12 p.m. eComments were received for this item. Finance Director Brenda Angelstad presented information on the 2022 Proposed Budget and Tax Levy to include the budget timeline; property tax rate; estimated market value changes; net tax capacity trend; historical view levy/tax rate; Northfield median home value; tax change by parcel map; property tax comparison; property taxes; key ratios - peer comparison; proposed levy; residential total tax rate impact; city-wide levy; general fund revenue; general fund expense; and general fund expenditures. Administrator Martig presented information on ARPA funding/reserves; budget forecast/reserves; new positions added in 2022; City employment trend; strategic plan; 2022 Communications Fund; 2022 EDA Fund; 2022 HRA Fund; 2022 Utility Funds; 2022 Capital Equipment Plan; and 2022 Capital Improvement Plan. The recommended 2022 Levy is $11,852,233, an 11.6% increase. Verne Meyer, 1625 Independence Drive, addressed the Council regarding the increased budget. Tristan Cox, 508 First Street West, addressed the Council regarding the increased budget. Doug Oines, 1900 Sibley View Lane, addressed the Council regarding the increased budget. Economic Development Coordinator Nate Carlson introduced the item giving background information. Scott Koester, Member of the Development Team, addressed the Council regarding the process. Carlson, Koester and Administrator Martig answered questions from the Council. Zuccolotto 32. 21-700 Review of draft Sustainable Building Policy. Program Coordinator Beth Kallestad presented a recap of the draft Sustainable Building Policy. Motions of support from the EDA and HRA are on the agendas for the December meetings. This Policy will be brought to Council for adoption in January. Kallestad answered questions from the Council.
