Present: 7 - Council Member Clarice Grabau, Council Member Suzie Nakasian, Council Member Brad Ness, Council Member Jessica Peterson White, Mayor Rhonda Pownell, Council Member Jami Reister, and Council Member George Zuccolotto APPROVAL OF AGENDA A motion was made by Council Member Peterson White, seconded by Council Member Ness, to approve the agenda. Zuccolotto PRESENTATIONS 1. 22-175 Oath of Office Ceremony for Northfield Police Department Officer. Police Chief Mark Elliott introduced Officer Isaac Dahl. City Clerk Lynette Peterson administered the Oath of Office to Officer Dahl and the family pinned his badge. The Council took a photo with Office Dahl, welcomed and congratulated him. 2. 22-176 Presentation of 1% for the Arts Annual Report (2021). Library Director Natalie Draper presented the 1% for the Arts Annual Report. Draper highlighted current and upcoming art projects and answered questions from the Council. CONSENT AGENDA City Administrator Ben Martig introduced the Consent Agenda. A motion was made by Council Member Peterson White, seconded by Council Member Ness, to approve the Consent Agenda. Ord. 1031 Consider Second Reading of Ordinance No. 1031 - Amendments related to City Code Chapter 14 - Businesses, Article III - Rental Housing OPEN PUBLIC COMMENTS None. REGULAR AGENDA 13. Res. 2022-026 Consideration of the Preliminary Plat for Maple Place. City Planner Mikayla Schmidt introduced the item identifying the project area, detailing the process and approval criteria and findings for the application. Schmidt answered questions from the Council, noting the Council's concern for pedestrian and children safety. A motion was made by Council Member Ness, seconded by Council Member Peterson White, to approve Resolution 2022-026 Approving a Preliminary Plat for Maple Place. The motion carried by the following vote: Yes: 7- C. Grabau, C. Nakasian, C. Ness, C. Peterson White, Mayor Pownell, C. Reister, and C. Zuccolotto 14. Res. 2022-027 Consider Resolution Reestablishing Election Precincts and Designating Polling Places. City Clerk Peterson introduced the item noting the proposal includes shifting the boundary of Ward 1, Precinct 2 to move 589 people to Ward 1, Precinct 1. Peterson answered questions from the Council. A motion was made by Council Member Grabau, seconded by Council Member Ness, to approve Resolution 2022-027 Reestablishing Election Precincts and Designating Polling Places. The motion carried by the following vote: Yes: 7- C. Grabau, C. Nakasian, C. Ness, C. Peterson White, Mayor Pownell, C. Reister, and C. Zuccolotto 15. Res. 2022-028 Consider Resolution Approving Appointment of Teresa Jensen as Interim Community Development Director. City Administrator Martig introduced the item. Teresa Jensen was present and addressed the Council. A motion was made by Council Member Ness, seconded by Council Member Peterson White, to approve Resolution 2022-028 Approving Appointment of Teresa Jensen as Interim Community Development Director.
