Mayor Pownell called the meeting to order at 6:02 p.m.

A motion was made by Council Member Nakasian, seconded by Council Member
Peterson White, to approve the agenda removing Item 25 Resolution No. 2022-045
Consideration of Resolution Position Related to I-35 Commercial Corridor. The
motion carried by the following vote:

Mar Valdecantos, 6 Fareway Drive, addressed the Council in support of the changes to
the rental ordinance.
REGULAR AGENDA
21. Res. 2022-042 Consider Resolution Accepting Water System Study and Related
Recommendations.
Justin Wagner, Utilities Manager, introduced the item and introduced Seth Peterson,
Bolton & Menk. Peterson presented information to include the purpose of the Water
System Study, current water treatment process, water quality, detailed options for treating
and removing manganese by reverse osmosis, options for a new Water Treatment Plant
site, sustainability, costs and financing. Wagner presented information to include user
rates, comparable city user rates, the public engagement process, survey results,
recommendations and next steps. Public Works Director/City Engineer Dave Bennett,
Wagner and Peterson answered questions from the Council.
A motion was made by Council Member Peterson White, seconded by Council
Member Nakasian, to approve Resolution No. 2022-042 Accepting Water System
Study and Related Recommendations. The motion carried by the following vote:

22. Res. 2022-043 Consider Resolution to Elect the Standard Allowance Under the
Revenue Loss Provision of the American Rescue Plan Act (ARPA).
Finance Director Brenda Angelstad introduced the item giving background information on
the American Rescue Plan Act (ARPA) and the reporting for ARPA. Angelstad answered
questions from the Council.
A motion was made by Council Member Ness, seconded by Council Member
Reister, to approve Resolution No. 2022-043 Electing the Standard Allowance
Available Under the Revenue Loss Provision of the Coronovirus Local Fiscal
Recovery Fund Established Under the American Rescue Plan Act. The motion
carried by the following vote:

23. Res. 2022-044 Consider Resolution to Authorize American Rescue Plan Act (ARPA)
related spending.
Finance Director Brenda Angelstad introduced the item explaining the work of the ARPA
Committee and detailed recommended spending of ARPA Funds.

A motion was made by Council Member Reister, seconded by Council Member
Zuccolotto, to approve Resolution 2022-044 Authorizing American Rescue Plan
Act ("ARPA") Related Expenditures. The motion carried by the following vote:

24. 22-219 Consider Approving contract for new enterprise resource planning
(ERP) system with BS&A.
Finance Director Brenda Angelstad introduced the item detailing aspects of the new
enterprise resource planning (ERP) software system and agreement with BS & A. She
detailed information on the process evaluation and Request for Proposals for the new
system. Five proposals were submitted and evaluated by staff. It is recommended to
move forward with the authorization with BS & A in the amount of $355,000. City
Administrator Ben Martig and Angelstad answered questions from the Council.
A motion was made by Council Member Reister, seconded by Council Member
Ness, to approve the Motion. The motion carried by the following vote:

25. Res. 2022-045 Consideration of Resolution Position Related to I-35 Commercial

OPEN PUBLIC COMMENTS
Persons may take one opportunity to address the Council for two (2) minutes (not including interpreter’s time) on any
topic, even if on the agenda, with the condition that they may not speak on the same item later in the meeting. No
notification of the Mayor is required. However, speakers are asked to complete a sign up card. Persons wanting a
response to a question must submit the question in writing to the recording secretary. Questions must include name and
information on how to contact. Comments may also be made electronically until 12:00 noon on the day of the meeting
through the eComment (electronic comment) system.
REGULAR AGENDA
