Laura Turek, Healthy Community Initiative, addressed the Council regarding the 100 Days of Reading Challenge in Northfield requesting a proclamation promoting the 100 Days of Reading Challenge. City Administrator Ben Martig introduced the item giving background information. Zuccolotto No: 1- Mayor Pownell 20. 22-421 Review and discussion of Administrative Fines Related to Prohibition of Conversion Therapy for Minors and Vulnerable Adults. Spanish Translator Claudia Garcia presented background information regarding comparative cities for Administrative Fines for Conversion Therapy. A resolution has been drafted with $500 for first violation and $1,000 for 2nd violation. City Administrator Martig added information regarding the Administrative Fines Resolution to include on the 2nd violation the final resolution should include and subsequent violations. The resolution will be brought back for Council consideration at the July 12, 2022 meeting in conjunction with the 2nd reading of the ordinance banning conversion therapy. 21. Res. 2022-068 Consideration of Resolution Ordering Preparation of Feasibility Report for the 2023 Reclamation and Overlay Project. Engineering Manager Sean Simonson introduced the item giving background information on the project to include project location; project scope; pavement reclamation; mill and overlay; walking/biking/pedestrian improvements; project process and action items. Simonson and Public Works Director/City Engineer David Bennett answered questions from the Council. A motion was made by Council Member Ness, seconded by Council Member Reister, to approve Resolution No. 2022-068 Ordering Feasibility Report 2023 Reclamation and Overlay Project STRT2023-A69 to add to feasibility report trail gap segment on the east side of Highway 246 from Anderson Drive to the roundabout. City Administrator Martig introduced the item stating Council Member Nakasian submitted a resignation letter effective June 30, 2022. A motion was made by Council Member Ness, seconded by Council Member Peterson White, to approve Resolution No. 2022-069 Accepting Resignation and Declaring a Vacancy for Council Member Ward 1 Position. Zuccolotto 24. 22-424 Consider Setting the Process/Timeline for Appointment to Fill Vacancy for Council Member Ward 1 Position. City Administrator Ben Martig introduced the item giving three options for timelines for the City Council to fill the vacancy in Ward 1. A motion was made by Council Member Ness, seconded by Council Member Peterson White, to approve Alternate A for the timeline for appointment to fill the vacancy for Council Member Ward 1 position.
