Mayor Pownell called the meeting to order at 6:01 p.m.
APPROVAL OF AGENDA
Mayor Pownell noted the email from City Administrator Ben Martig regarding changing
Item 14 on the agenda from First Reading to Discussion.
A motion was made by Council Member Ness, seconded by Council Member
Reister, to approve the agenda changing Item 14 from First Reading to Discussion
of Ordinance No. 1044 Amending Chapter 30 - Health and Sanitation of the City
Code Adding Article III - Sale of Edible Cannabinoid Products. The motion
carried by the following vote:

Advertisement for Bids for the TH 3 Traffic Signal Improvements
Project.
10. Res. 2022-083 Consider Resolution Approving MnDOT Cooperative Construction
Agreement for the TH 3 Signal Improvements Project.
11. Res. 2022-084 Consider Resolution accepting the Assignment of TIF Agreement for
Kraewood Flats from Rebound Stencil Development, LLC to
Kraewood Flats 2, LLC.
OPEN PUBLIC COMMENTS
Mar Valdecantos, 6 Fareway Drive, addressed the Council regarding the ARPA Fund
allocation and rental assistance in Northfield.
REGULAR AGENDA
12. 22-548 Presentation of Mid-Year Progress Reports from Age Friendly
Northfield and 2023 budget request.
David DeLong, Chair of Age-Friendly Northfield, presented a mid-year progress report for
Age-Friendly Northfield. DeLong requested the City consider including in their 2023
Budget $25,000 for Age-Friendly Northfield. CC Linstroth, Age-Friendly Northfield, was
also in attendance.
13. Res. 2022-077 Consideration of Budget Amendment for the Street Maintenance
Facility - Office Space Addition with Safety and Security
Improvements.
City Engineer/Public Works Director David Bennett introduced the item explaining the
new safety and security measures to be added to the Street Maintenance Facility.
A motion was made by Council Member Ness, seconded by Council Member

Allen, to approve Resolution No 2022-077 Authorizing Budget Amendment for
Street Maintenance Facility Additions/Improvements. The motion carried by the
following vote:

14. Ord. 1044 Consideration of First Reading of Ordinance No. 1044 Amending
Chapter 30 - Health and Sanitation of the City Code Adding Article III
- Sale of Edible Cannabinoid Products.
City Administrator Ben Martig introduced the item stating staff is working on a draft
ordinance for the sale of edible cannabinoid products. Martig met with Northfield Alliance
for Substance Abuse Prevention regarding the sale of edible cannabinoid products and
licensing of the sale. Martig detailed aspects of the ordinance to discuss stating staff
will draft several options for the Council to review. The Council provided comments
regarding the ordinance and would like staff to research information on establishing a
moratorium versus adopting an ordinance. This item will be reviewed at the September 6
Council Meeting.
15. 22-549 Review and discussion of Fees Related to Sale of Edible
Cannabinoid Products.
City Administrator Ben Martig introduced the item and lead a discussion regarding fees
for licensing the sale of cannabinoid products. Martig suggested the fee be established
between the on-sale liquor fee and the tobacco licensing fee. Police Chief Mark Elliott
and Martig answered questions from the Council. The fee resolution will be discussed
again as a part of the second reading of the ordinance should that take place.

City Administrator Ben Martig gave an update to the Council on City operations, meetings
and projects.

OPEN PUBLIC COMMENTS
Persons may take one opportunity to address the Council for two (2) minutes (not including interpreter’s time) on any
topic, even if on the agenda, with the condition that they may not speak on the same item later in the meeting. No
notification of the Mayor is required. However, speakers are asked to complete a sign up card. Persons wanting a
response to a question must submit the question in writing to the recording secretary. Questions must include name and
information on how to contact. Comments may also be made electronically until 12:00 noon on the day of the meeting
through the eComment (electronic comment) system.
REGULAR AGENDA
Persons that wish to speak on a regular agenda item must provide name and address by completing & submitting a sign
up card. Persons may also use the electronic register to speak option on the City’s website or contact the City Clerk no
later than 12:00 noon on the day of the meeting. Persons may also provide comments through the eComment (electronic
comment) system no later than 12:00 noon on the day of the meeting. The Mayor will call up individuals to speak, based
on preregistration and cards submitted, after the staff report on an item. Please be respectful of the public’s and the
