Holmes PRESENTATIONS 1. 23-954 Oath of Office Ceremony for Northfield Police Department Officers. Police Chief Mark Elliott introduced Officers Cody Kruse, Cole Neubauer and Brandon Frey. City Clerk Peterson administered the Oath of Office to Officers Kruse, Neubauer and Frey and the families of the officers pinned their badges. The Council took a photo with Officers Kruse, Neubauer and Frey, welcomed and congratulated them. CONSENT AGENDA 2. 23-955 Consider Approval of February 7, 2023 City Council Meeting Minutes. A motion was made by Council Member Holmes, seconded by Council Member Ness, to approve the Consent Agenda. Barbara Smith, 2108 Lincoln Street South, addressed the Council in opposition protected bike lanes on Heritage Drive and Lincoln Street South. Jim Dale, 2010 Lincoln Street South, addressed the Council in opposition of the proposed bike lanes. Janet Dale, 2010 Lincoln Street South, addressed the Council in opposition of the proposed bike lanes on Lincoln Street South and Heritage Drive. Marylu Miller, 2012 Lincoln Street South, addressed the Council in opposition of the proposed bike lanes on Lincoln Street South and Heritage Drive. Anita Hellie, 1129 Heritage Drive, addressed the Council regarding concerns on Heritage Drive and safety for bicyclists. Todd Zehnder, 2008 Lincoln Street South, addressed the Council in opposition of the proposed bike lanes. Gary Freking, 1900 Lincoln Street South, addressed the Council in opposition of the proposed bike lanes on Lincoln Street South and Heritage Drive. Mayor Pownell informed residents of the 2023 Reclamation and Overlay Project Neighborhood Meeting scheduled for Wednesday, March 1 from 5:30 p.m. to 7:00 p.m. at the Northfield Middle School Cafeteria Door 1. Mayor Pownell declared the public hearing open at 6:35 p.m. City Clerk Lynette Peterson introduced the item. Jake Mulford and Lindsay Ness, applicants, addressed the Council introducing themselves and giving background information on their purchase of the Grand Event Center. A motion was made by Council Member Ness, seconded by Council Member Holmes, to close the Public Hearing at 6:40 p.m. The motion carried by the following vote: Yes: 5- C. Ness, Mayor Pownell, C. Reister, C. Zuccolotto, and C. Holmes 13. 23-962 Consideration of New Liquor License MNH Hospitality Group LLC DBA Grand Event Center at 316 Washington Street. A motion was made by Council Member Zuccolotto, seconded by Council Member Ness, to approve the On Sale and Sunday Liquor Licenses for MNH Hospitality Group LLC DBA Grand Event Center, 316 Washington Street. The motion carried by the following vote: Yes: 5- C. Ness, Mayor Pownell, C. Reister, C. Zuccolotto, and C. Holmes 14. 23-963 Public Hearing for Liquor License for Mad Farmer LLC DBA Raven’s Nest Cafe - 422 Division Street. Mayor Pownell declared the public hearing open at 6:42 p.m. City Clerk Peterson introduced the item. Brianna Melford, applicant, addressed the Council introducing herself and giving backgound information on Raven's Nest Cafe. A motion was made by Council Member Holmes, seconded by Council Member Reister, to close the Public Hearing at 6:45 p.m. The motion carried by the following vote: Yes: 5- C. Ness, Mayor Pownell, C. Reister, C. Zuccolotto, and C. Holmes 15. 23-964 Consideration of New Liquor License Mad Farmer LLC DBA Raven’s Nest Cafe at 422 Division Street. A motion was made by Council Member Ness, seconded by Council Member Reister, to approve the On Sale Wine/3.2 License for Mad Farmer LLC DBA Raven's Nest Cafe, 422 DIvision Street. Ord. 1051 Consideration of Second Reading of Ordinance No. 1051- Amending Several Sections of City Code, Chapter 34 - Land Development Code Related to Neighborhood Center Floating Districts. City Planner Mikayla Schmidt introduced the item highlighting the changes the ordinance brings to the Code. Schmidt answered questions from the Council. Ord. 1051 Consideration of Second Reading of Ordinance No. 1051- Amending Several Sections of City Code, Chapter 34 - Land Development Code Related to Neighborhood Center Floating Districts. City Administrator Ben Martig clarified the number of votes needed by Council in order to pass Ordinance No. 1051. Four (4) affirmative votes are needed by the Council for the ordinance to pass. A motion was made by Council Member Ness, seconded by Council Member Holmes, to approve the second reading of Ordinance No. 1051 Amending Several Sections of City Code, Chapter 34 - Land Development Code Related to Neighborhood Center Floating Districts. The motion carried by the following vote: Yes: 4- C. Ness, C. Reister, C. Zuccolotto, and C. Holmes No: 1- Mayor Pownell 17. 23-965 Consideration of Summary Publication of Ordinance No. 1051 - Amending Several Sections of City Code, Chapter 34 - Land Development Code Related to Neighborhood Center Floating Districts. A motion was made by Council Member Ness, seconded by Council Member Reister, to approve the summary publication of Ordinance No. 1051. The motion carried by the following vote: Yes: 5- C.
