City Hall City of Northfield 801 Washington Street Northfield, MN 55057 northfieldmn.gov Meeting Minutes - Final City Council Tuesday, March 14, 2023 6:00 PM Council Chambers 6:00 PM - REGULAR AGENDA Present: 6- Council Member Brad Ness, Mayor Rhonda Pownell, Council Member Jami Reister, Council Member Kathleen Holmes, Council Member Davin Sokup, and Council Member Jessica Peterson White Absent: 1- Council Member George Zuccolotto CALL TO ORDER Also present: Ben Martig, City Administrator; Dave Bennett, Public Works Engineer/City Engineer; Sean Simonson, Engineering Manager; Risi Karim, Assistant to the City Administrator; Mark Elliott, Chief of Police; Sara Hoffman, Deputy City Clerk/Executive Administrative Assistant (recording secretary). Mayor Pownell called the meeting to order at 6:03 p.m. REGULAR AGENDA 1. 23-1028 City Council discussion on the Wall Street Road Improvements Project Draft Feasibility Report. Engineering Manager Sean Simonson introduced the item. He laid out the outline for the presentation and provided background for the project. City Administrator Ben Martig discussed policies adopted by the City tied to the project. Public Works Director/City Engineer Dave Bennett and Brad Fisher from Bolton & Menk provided details on the scope of the project. Fisher detailed the specific project layouts they are considering and how they compare and contrast. Fisher then presented the Mill Towns Trail Plaza concepts and the next steps for the project as a whole. The Council discussed the proposed options. Martig, Bennett, Simonson, and Fisher answered questions from the Council. Recess Council recessed at 7:26 p.m. Council meeting resumed at 7:34 p.m. 2. 23-1029 Review and Discussion of Plans and Specifications for the 2023 Reclamation and Overlay Project (STRT2023-A69). Public Works Director/City Engineer Dave Bennett introduced the item. He provided background on the project. He then discussed concerns and questions brought forward by members of the public. Matthew Dyrdahl from Alta showed examples of reconstruction options that could be implemented in Northfield. The Council discussed the project details. City Administrator Ben Martig, Bennett, and Dyrdahl answered questions from the Council. Engineering Manager Sean Simonson was also present. Extend the Meeting A motion was made by Council Member Peterson White, seconded by Council Member Holmes, to extend the meeting until done. The motion carried by the following vote: Yes: 6- C. Ness, Mayor Pownell, C. Reister, C. Holmes, C. Sokup, and C. Peterson White 3. 23-1030 Update on Strategic Plan (2021-2024) Assistant to the City Administrator Risi Karim introduced the item. She reviewed the six areas of the 2021-2024 Strategic Plan: Economic Vitality; Housing Availability; Quality Facilities; Diversity, Equity, and Inclusion; Service Excellence; and Climate Action. Karim detailed the current status of initiatives and goals. City Administrator Ben Martig provided additional context. Martig and Karim answered questions from the Council. ADJOURN A motion was made by Council Member Ness, seconded by Council Member Peterson White, to adjourn the meeting at 9:39 p.m. The motion carried by the following vote: Yes: 6- C.
