City Hall City of Northfield 801 Washington Street Northfield, MN 55057 northfieldmn.gov Meeting Minutes - Final City Council Tuesday, May 30, 2023 5:00 PM Council Chambers Special Work Session 5:00 PM - REGULAR AGENDA Present: 7- Council Member Brad Ness, Mayor Rhonda Pownell, Council Member Jami Reister, Council Member George Zuccolotto, Council Member Kathleen Holmes, Council Member Davin Sokup, and Council Member Jessica Peterson White CALL TO ORDER Also present: City Attorney Chris Hood (remote), Bond Attorney Jenny Boulton, Financial Advisor Nick Anhut, City Administrator Ben Martig, Finance Director Brenda Angelstad, Public Works Director/City Engineer David Bennett, City Clerk Lynette Peterson, Police Chief Mark Elliott and Deputy City Clerk/Executive Administrative Assistant Sara Hoffman. Due to technical difficulties, Mayor Pownell called the meeting to order at 5:37 p.m. REGULAR AGENDA 1. 23-1193 Review 2023 Reclamation and Overlay Project Bids and Pending Actions. Mayor Pownell introduced the agenda item for the special work session. City Administrator Ben Martig lead the discussion on the Review of the 2023 Reclamation and Overlay Project Bids and Pending Actions beginning with introductory comments and a summary regarding the petition received by the City Clerk on the project. Martig, City Attorney Chris Hood and Bond Attorney Jenny Boulton answered questions from the Council. Martig referenced Supplemental Agenda Background Memorandum No. 1 and outlined the next steps in the process highlighting three options for the Council to consider for the project including awarding the bid as-is; awarding the bid as-is and seeking a change order; or rejecting bids either calling for an election in 2024 or reviewing with the upcoming CIP. Martig, Public Works Director/City Engineer David Bennett and Financial Advisor Nick Anhut answered questions from the Council. The Council discussed options and the concensus of the Council was to present to award the bid as-is at the June 6 Council Meeting.
