City Hall City of Northfield 801 Washington Street Northfield, MN 55057 northfieldmn.gov Meeting Minutes - Final City Council Tuesday, November 14, 2023 6:00 PM Council Chambers Work Session 6:00 PM - REGULAR AGENDA CALL TO ORDER Mayor Pownell called the meeting to order at 6:03 p.m. Present: 7- Council Member Brad Ness, Mayor Rhonda Pownell, Council Member Jami Reister, Council Member George Zuccolotto, Council Member Kathleen Holmes, Council Member Davin Sokup, and Council Member Jessica Peterson White Also in attendance: City Administrator Ben Martig, Police Chief Mark Elliott, Finance Director Brenda Angelstad, City Engineer/Public Works Director Dave Bennett, Liquor Operations Manager Brian Whitt, Ehlers Senior Municipal Advisor Nick Anhut, Consultant Bruce Jacobsen, Consultant Bob Close, TSP Architect Von Peterson, TSP Architect Greg Schoer, and Deputy City Clerk/Executive Administrative Assistant Sara Hoffman (recording secretary). REGULAR AGENDA 1. 23-1580 Redevelopment Projects Update 5th & Washington and 5th & Water Street Projects. Mayor Pownell provided a brief overview of the plan for the work session. City Administrator Ben Martig further detailed the plans for the discussion on redevelopment, including an update on public engagement, updates on redevelopment projects, small group discussions, and updates on The Archer project. Bruce Jacobsen reported on recent public engagement. Jacobsen answered questions from the Council and Martig offered additional input on public engagement and next steps. Martig introduced the portion of the presentation on 5th & Washington Redevelopment. Liquor Operations Manager Brian Whitt introduced Von Peterson and Greg Schoer from TSP. Peterson and Schoer provided brief introductions of themselves and their organization. Martig provided high-level updates to the 5th and Washington redevelopment and how the project has shifted in recent months. Ehlers Senior Municipal Advisor Nick Anhut provided finacial details on the proposed project. Anhut, Whitt, and Martig answered questions from the Council. Martig provided an overview of the next portion of the presentation. Martig and City Engineer/Public Works Director Dave Bennett provided information on the Ames Mill City of Northfield Page 1 Printed on 11/22/2023 City Council Meeting Minutes - Final November 14, 2023 Dam Reconstruction, Bridge Square, and The Archer. Martig, Bennett, Close, Jacobsen, and Anhut answered questions from the Council. The Council, staff, and consultants transitioned into two small groups for further discussion on the three areas presented on: the Ames Mill Dam Reconstruction, Bridge Square, and The Archer. Councilors Peterson White and Holmes summarized the small-group discussions. 2. 23-1581 Review Final Budget, Capital Improvement Plan, Capital Equipment Plan Presentation Information. City Administrator Ben Martig and Finance Director Brenda Angelstad highlighted recent updates to the 2024 budget presentation that will be discussed at the December 5, 2023 City Council meeting. Martig and City Engineer/Public Works Director Dave Bennett answered questions from the Council. ADJOURN A motion was made by Council Member Ness, seconded by Council Member Holmes, to adjourn the meeting at 8:57 p.m. The motion carried by the following vote: Yes: 7- C. Ness, Mayor Pownell, C. Persons may also use the electronic register to speak option on the City’s website or contact the City Clerk no later than 12:00 noon on the day of the meeting. Persons may also provide comments through the eComment (electronic comment) system no later than 12:00 noon on the day of the meeting. The Mayor will call up individuals to speak, based on preregistration and cards submitted, after the staff report on an item. Please be respectful of the public’s and the Council’s time. Members of the public wishing to speak must adhere to the following guidelines: • Speak only once for no more than two minutes (not including interpreter’s time) on the topic unless the speaker is addressed by the Council; • Identify your relationship to the topic; • Have a spokesperson or two for your group to present your comments; • Persons wanting a response to a question must submit the question in writing to the City Clerk, including name and how you would like to be contacted. 1. 23-1580 Redevelopment Projects Update 5th & Washington and 5th & Water Street Projects. 2. 23-1581 Review Final Budget, Capital Improvement Plan, Capital Equipment Plan Presentation Information.
