CALL TO ORDER
Mayor Pownell called the meeting to order at 6:00 p.m.
Present: 5- Mayor Rhonda Pownell, Council Member Jami Reister, Council Member Kathleen
Holmes, Council Member Davin Sokup, and Council Member Jessica Peterson
White
Absent: 2- Council Member Brad Ness, and Council Member George Zuccolotto
Also present: City Administrator Ben Martig, Police Chief Mark Elliott, Economic
Development Coordinator Nate Carlson and City Clerk Lynette Peterson.
APPROVAL OF AGENDA
A motion was made by Council Member Peterson White, seconded by Council
Member Reister, to approve the agenda. The motion carried by the following
vote:
Yes: 5- Mayor Pownell, C. Reister, C. Holmes, C. Sokup, and C. Peterson White
PUBLIC HEARINGS AND RELATED ACTION
1. 24-280 Public Hearing on Sale of Property Located at 115 5th Street W.
Northfield, Minnesota.
Mayor Pownell declared the public hearing open at 6:03 p.m. Economic Development
Coordinator Nate Carlson and Ehlers Senior Financial Advisor Nick Anhut introduced the
item giving background information on the purchase and sale of the Northfield News
Building including financing and tax abatement of the purchase.
Mark Schiller and Simeon Rossi, Loon Liquors owners, addressed the Council giving
background information on the business and purchase.
Tammy and Bryan Lips, 9306 190th Street E., Faribault, farmers who provide the organic
grains for Loon Liquors, addressed the Council in support of the sale of the Northfield
News Building to Loon Liquors.
CC Linstroth, 408 Lockwood Drive, addressed the Council in support of the sale of the
Northfield News Building to Loon Liquors.

Council Members thanked Loon Liquors for their commitment to Northfield and staff for
working on this sale.
A motion was made by Council Member Peterson White, seconded by Council
Member Holmes, to close the Public Hearing at 6:35 p.m. The motion carried by
the following vote:
Yes: 5- Mayor Pownell, C. Reister, C. Holmes, C. Sokup, and C. Peterson White
2. Res. 2024-046 Consider Resolution Approving the Sale of City-Owned Real
Property Located at 115 5th Street West in Northfield, Minnesota and
Dispensing with Review of the Sale by the Northfield Planning
Commission.
A motion was made by Council Member Sokup, seconded by Council Member
Reister, to approve Resolution No. 2024-046 Approving the Sale of the City-Owned
Real Property in Northfield, Minnesota and Dispensing with Review of the Sale
by the Northfield Planning Commission. The motion carried by the following
vote:
Yes: 5- Mayor Pownell, C. Reister, C. Holmes, C. Sokup, and C. Peterson White
3. 24-281 Consider Authorizing Staff to Apply for Tax Abatement with Rice
County.
A motion was made by Council Member Peterson White, seconded by Council
Member Holmes, to authorize staff to make an application to Rice County to
consider tax abatement related to the sale of 115 5th Street W., Northfield, MN.
The motion carried by the following vote:
Yes: 5- Mayor Pownell, C. Reister, C. Holmes, C. Sokup, and C. Peterson White

ADJOURN
A motion was made by Council Member Holmes, seconded by Council Member
Peterson White, to adjourn the meeting at 6:38 p.m. The motion carried by the
following vote:

APPROVAL OF AGENDA
PUBLIC HEARINGS AND RELATED ACTION
The public will have the opportunity to speak for or against the issue for a maximum of two (2) minutes (not including
interpreter's time) per item. The Mayor will recognize speaker at podium and conversation will be between the Mayor and
speaker. Persons must give their name, address, and if representing a business, must give the name of the business or
corporation. If an attorney or consultant is representing a client, the client must be identified for the record. Citizens who
have material to be handed out shall provide a minimum of 12 copies of the material to the City Administrator. The City
Administrator will then pass the information to the appropriate people.
