This is a $4,657.48 increase consisting of $1,000 from Rental income, $3,655.14 from Utility Reimbursement and $2.34 from Interest Income. REVENUES Year to Date August 2014 were $125,878.81 in comparison to prior Year to Date August 2013 $112,948.06. This is an approx. $12,900.00 increase consisting of $3,000 from Rental Income, $15,000 from Utility and a loss from disposal of assets of $5,100. This is related to the backstop netting improvement from the same of 2013. We had not fully depreciated the older item prior to its replacement. EXPENSES for the month of August 2014 were $37,610.39 in comparison to prior year August 2013 $50,771.77. This is an approx. $13,000.00 decrease mainly consisting of an increase to Lighting of $3,700, a decrease to repairs and maintenance and capital expenses of $16,700. EXPENSES for Year to Date August 2014 were $249,691.11 in comparison to prior Year to Date August 2013 $246,583.95. This is an approx. $3,100 increase mainly consisting of an increase to depreciation expense of $8,000, an increase to Lighting Expense of $15,000 and a decrease to Stadium Repairs and Capital Expense of $19,900 NET INCOME for August 2014 was $4,222.91 compared to Net Loss for August 2013 of $13,595.96. NET LOSS for Year to Date August 2014 was $123,812.30 compared to l\Jet Loss for Year to Date August 2013 of $133,635.89. This is after depreciation of $142,448.54 in 2014 and $134,284.69 in 2013. CASH BALANCE for August 2014 was $35,025.50 in comparison to prior month July 2014 $52,823.06. This is a decrease of $17,797.56. Box 128 Wate.rford, CT 06385 dam.cam September 10,2014 The Honorable Deberey Hinchey Mayor, City of Norwich City Hall 100 Broadway Norwich, CT 06360-4431 Re: Dodd Stadium Dear Mayor Hinchey: This letter follows a series of conversations and meetings between representatives of Dominion Nuclear Connecticut, Inc. (Dominion) and Mike Jewell, with the Norwich Baseball Stadium Authority, Eric Knighton and C.J. Knudsen with the Connecticut Tigers Baseball Club and, most recently, Mike Driscoll, Norwich Corporation Counsel. In fact, it was Mike Driscoll who recommended that Dominion reach out to you directly to discuss the proposal outlined below. With this proposal Dominion seeks the City's support and approval of an agreement that would allow Dominion to use a portion of the Dodd Stadium property for over-flow parking and a staging area in the unlikely event that Dominion would need to respond to an emergency at Millstone Power Station from a remote location. Background As you may recall, back on March 11,2011, an earthquake-induced tsunami caused catastrophic flooding at the Fukushima Dai-ichi Nuclear Power Station in Japan. This flooding rendered the emergency power supplies and electrical distribution systems at the plant inoperable resulting in an extended loss of AC power and the loss of core cooling capability. As a result of the events in Japan, the U.S. Nuclear Regulatory Commission (NRC) issued orders to all U.S. nuclear power stations, including Millstone in Waterford, to implement mitigating strategies known as "Beyond Design Basis" (BDB). The purpose ofBDB is to ensure that the US nuclear industry could protect the health and safety of the public if we were to experience a similar catastrophic event. Shared Parking at Dodd Stadium In response to the NRC orders, Dominion recently acquired property and received Norwich Planning and Zoning Commission approval to build a new off-site Emergency Operations Facility (EOF) at 24 Stott Avenue, immediately adjacent to Dodd Stadium. The EOF consists of an 18,000 square foot building and 75 on-site parking spaces. The EOF is now under construction and will be operable later this year. The EOF will be used in case of an emergency at Millstone and periodically for training and drills to ensure that Millstone personnel are prepared for these emergency situations. Once every three years, the Station must schedule and hold an "All Call Drill" at the new EOF. During this "All Call Drill", the Station will need access to approximately 200 additional parking spaces for its employees and would like to utilize a pOliion of the Dodd Stadium parking lot nearest the EOF for this purpose. Dominion would propose to designate certain parking spaces, near the EOF parcel, for this use and would install a pedestrian gate and access way between the EOF property and the Stadium parking area for use during these drills. The pedestrian gate will remained locked at all other times. Dominion will also maintain a gate at the main access driveway to the BOP off Stott Avenue to control vehicular access to the BOP site. Dominion can and would schedule these drills so that they do not conflict with any other uses of the Dodd Stadium parking area. BDB Off-Site Staging Area The Nuclear Energy Institute (NEI), working with the U.S. nuclear industry, recently developed guidelines for nuclear power stations to comply with other provisions of the NRC orders referenced above. These guidelines establish a three phase approach for coping with a BDB event. Phase I utilizes existing plant equipment to maintain critical plant operations within the first few hours after the initiating event. Phase 2 utilizes ponable equipment stored on the power station site in a hardened facility to maintain core cooling and reduce heat to supplement plant equipment. Phase 3 utilizes portable equipment and consumables obtained from an off-site equipment storage location in Memphis, Tennessee that would be flown to a local airport and/or staging area. During Phase 3, plant operators must activate a plan and have emergency equipment shipped, such as high capacity pumps, hoses and portable generators, to the power station site within approximately 24 hours of notification. For Millstone, equipment will be flown to Bradley Airport then transported, by truck, to the Station or tmcked directly to the Station from Memphis. In the unlikely event that this equipment cannot be delivered directly to the Millstone, the guidelines require Millstone to secure approximately 3-acres of land, beyond the immediate vicinity of Millstone for an off-site staging area, where this equipment could be temporarily staged. Dominion proposes to utilize a portion of the Dodd Stadium parcel for this purpose~ In order to comply with the NRC requirements, Dominion will need to have an agreement in place with the City ofNon..vich, as the owner of Dodd Stadium, for the use described above. Meeting with the Connecticut Tigers Dominion representatives met with Eric Knighton and C.J. Knudsen from the Connecticut Tigers on August 11,2014 about the proposed shared parking arrangement and the need for the BDB Staging area described above. Neither Eric nor C.J. had any significant concerns with either of the proposed uses of the Dodd Stadium property. A.s mentioned briefly above, Eric and C.l did ask that the "All Call Drills" be scheduled during times vihen the stadium v,"as not L."'1 use, so as t(~ avoid any conflicts with the Tiger's use of the parking area. Dominion assured Eric and C.J. that those arrangements, for the scheduled drills, would not be a problem. Eric and C.J. also recommended that Dominion designate and use the eastem-most o gravel parking lot for the BDB Staging operations as this area is used very infrequently by the Tigers. Use Agreements Dominion is proposing to establish two separate license agreements: one for the shared parking arrangement near Dominions new EOF and one for the BDB Staging Area, for the use of the stadium property. We respectfully request that you place this matter on the next available City Council meeting agenda for discussion and action. DNC must have these agreements in place by November 8, 2014 in order to comply with the NRC requirements. !fyou, the City Council and the City Manager are agreeable to the proposed uses ofthe Dodd Stadium property as outlined in this letter, Dominion will forward draft license agreements to the Stadium Authority and the Corporation Counsel's office for their review and approval.
