AGENDA – MEETING OF THE COUNCIL OF THE CITY OF NORWICH August 20, 2012 7:30 PM PRAYER PLEDGE OF ALLEGIANCE PROCLAMATIONS AND SPECIAL OBSERVANCES PUBLIC HEARINGS 1. Relative to granite curbing and concrete sidewalks will be constructed at locations where the property owners will pay for an assessment for the cost of the sidewalks and the City of Norwich will pay for the cost of the curbing and miscellaneous items. PETITIONS AND COMMUNICATIONS 1. Letter from Robert Davidson, Chairman of the Norwich Ethics Commission. 2. Report from Abby Dolliver, on Stanton School being approved as a Commissioner’s Network School. CITY MANAGER’S REPORT OLD BUSINESS RESOLUTIONS 1. Relative to participation in a Cost Sharing Program with The City of Norwich to construct concrete sidewalks. CITIZENS COMMENT ON RESOLUTIONS NEW BUSINESS-RESOLUTIONS 1. Relative to an appointment to the Harbor Management Commission. 2. Relative to authorizing the City Manager to enter into an agreement to accept a grant of $15,000 to support family fishing in the City of Norwich. 3. Relative to supporting the advancement of opening day of Fishing Season in Connecticut. 4. Relative to appointments and reappointments to the Norwich Ice Rink Authority. 5. Relative to ratification of negotiated wage reopener with the Fire Fighter’s Union. EXECUTIVE SESSION 1. Strategies with respect to Union Negotiations. City Clerk Public Hearing #1 RESOLUTION WHEREAS, the property owners listed below want to participate in a cost sharing program with the City of Norwich to construct concrete sidewalks along their property; and WHEREAS, the City of Norwich wants to improve sidewalks throughout the City. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF NORWICH that: granite curbing and concrete sidewalks will be constructed at the following locations where the property owners will pay for an assessment for the cost of the sidewalks and the City of Norwich will pay for the cost of the curbing and miscellaneous items. Bergren, proposes to appoint, subject to the approval of the Council, Lauren N. Miner (U) as a regular member to the Harbor Management Commission to fill a vacancy which tenn expires on 12/6/13, or until a successor is appointed, and; NOW, THEREFORE, BE IT RESOLYED that the Council of the City of Norwich hereby approves the appointment of Lauren N. Miner to the Harbor Management Commission. Mayor Peter A. Nystrom City Manager Alan H. Bergren RESOLUTION #2 WHEREAS, the Norwich Recreation Department has been selected by the National Recreation and Park Association as a grant recipient of the 2012‐2013 Take Me Fishing ™ program, supported by the Recreational Boating and Fishing Foundation’s (RBFF) Youth Boating and Fishing Initiative; and WHEREAS, said grant is in the amount of $15,000 issued under the category of New Programs Grant to cover a grant agreement period from July 1, 2012 to June 30, 2013 with all funds to be extended by May 18, 2013; and WHEREAS, as a Take Me Fishing grantee, the Norwich Recreation Department is expected to build and sustain programs and opportunities to engage young people and their families in recreational fishing and boating to augment public awareness and appreciation of the need of protecting, conserving and restoring the nation’s aquatic resources; and WHEREAS, the Norwich Recreation Department will coordinate the performance under the requirements of the grant on the part of the City of Norwich. NOW THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE CITY OF NORWICH, that City Manager Alan H. Bergren and/or his designee, depending upon the requirements of the grant, be and hereby is authorized and directed to enter into a grant agreement with the National Recreation and Park Association satisfactory to City Manager Alan H. Bergren whereby the Norwich Recreation Department is to receive the sum of $15,000 in grant funding for the period described herein for programs to be developed by the Norwich Recreation Department, and to deliver said agreement to the National Recreation and Park Association. Alderman Mark Bettencourt Alderman Charles Jaskiewicz III Alderman H. Tucker Braddock Jr. RESOLUTION #3 WHEREAS, the State of Connecticut, through the Connecticut Department of Energy and Environmental Protection, is considering advancing the opening day of the Inland Waters Fishing Season for trout, and possibly other restricted species, from the third Saturday in April to April 1st or to the first Saturday in April; and WHEREAS, the fishing seasons in New York, Massachusetts and Rhode Island all open sooner than the third Saturday in April; and WHEREAS, Connecticut fishermen routinely avail themselves of the opportunity to fish in early April in adjacent states; and WHEREAS, the State of Connecticut, through the Connecticut Aquatic Resources Education Program, encourages family fishing with the motto “No Child Left Inside”; and WHEREAS, the annual April elementary school vacation in Norwich often precedes the opening day of the fishing season in Connecticut; and WHEREAS, the Norwich Public Works Department, the Norwich Recreation Department, the Norwich Harbor Commission, Norwich Public Utilities and the Council of the City of Norwich have all worked to support fishing activities in the Norwich area, recognizing that fishing, particularly family fishing, promotes positive economic, social and community goals. NOW THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE CITY OF NORWICH, that it supports the moving of the opening day of fishing season in Connecticut as described herein to April 1st or to the first Saturday in April and that City Manager Alan H. Bergren be and hereby is requested to send an appropriate communication to the Connecticut Department of Energy and Environmental Protection together with a copy of this resolution to notify it of the position of the Council of the City of Norwich and its support for an earlier opening day. Tucker Braddock Jr. RESOLUTION #4 BE IT RESOLVED, by the Council of the City of Norwich, that the following: Cheryl Ritacco (D) Michael Goldblatt (R) be, and hereby are, re-appointed to the Norwich Ice Rink Authority for a term to expire on April, 1, 2013 or until a successor is appointed. BE IT FURTHER RESOLVED, that the following: 1. Patrice Jaskiewicz 2. Stephanie Davis 3. Michael Meakem 4. Joann Beguhl be, and hereby are, appointed to the Norwich Ice Rink Authority for a term to expire on April, 1, 2013 or until a successor is appointed. Alderwoman Sofee Noblick Alderwoman Deb Hinchey RESOLUTION #5 RESOLVED, that the proposed Agreement between the City of Norwich, Connecticut and IAFF, Local 892, for wages covering the period of July 1, 2012 through June 30, 2013, be, and the same hereby is, approved in accordance with the provisions of Connecticut General Statutes, Section 7-474, and be it further resolved, that the City Manager, Alan H.
