JOURNAL OF THE COUNCIL OF THE CITY OF NORWICH JULY 9, 2013 A special meeting of the Council of the City of Norwich was held July 9, 2013 at 7:35 PM in Council Chambers. Present: Aldermen Desaulniers, Noblick, Braddock, Hinchey, Bettencourt, Jaskiewicz and Mayor Nystrom. City Manager Bergren and Special Counsel Michael Zizka were also in attendance. Mayor Nystrom presided. CALL TO ORDER 1. Discussion regarding pending litigation and strategy with respect to same. Upon a motion by Ald. Hinchey, second by Ald. Jaskiewicz, it was unanimously voted to go into Executive Session pursuant to Connecticut General Statutes Section 1-225(f), that the members of the Norwich City Council go into Executive Session for the purpose of discussing strategy and negotiations with respect to the three lawsuits filed in the U.S. District Court for the District of Connecticut by St. Vincent DePaul Place, Norwich, Inc. and St. Joseph Polish Roman Catholic Congregation against the City of Norwich and its officials, and also that Planning & Neighborhood Services Director Peter Davis, Special Counsel Michael Zizka, members of the Commission on the City Plan: Frank Manfredi, Arthur Sharron, Les King, Michael Lahan, Ralph Page, John Mathieu, and City Manager Alan H. Bergren, be asked to participate during all or some portions of this Executive Session at the request of the City Council. The Council was in executive session from 7:38 pm until 8:52 pm, at which time Mayor Nystrom stated no votes were taken. Upon a motion by Ald. Hinchey, seconded by Ald. Braddock it was unanimously voted to reconvene. Upon motion of Ald. Jaskiewicz seconded by Ald. Bettencourt, it was unanimous voted to adjourn at 8:53 pm. CITY CLERK 1
