JOURNAL OF THE COUNCIL OF THE CITY OF NORWICH MARCH 30, 2015 A Public Hearing by the Council of the City of Norwich regarding the report and recommended changes submitted by the Charter Revision Commission, was held March 30, 2015 at 6:30 PM in Council Chambers. Present: Aldermen Desaulniers, Noblick, Bettencourt, Eyberse and Mayor Hinchey. Acting City Manager Bilda and Corporation Counsel Michael Driscoll were also in attendance. Mayor Hinchey presided. President Pro Tem Desaulniers led the Pledge of Allegiance. Mayor Hinchey opened the public hearing. Chris LaRose, Assistant Manager NPU spoke in favor of the report which secures long term debt on revenues allowing NPU to work more efficiency and effectively. David Crabb, 47 Prospect St suggested more chapter changes to the Charter. John Levangie, 85 Lawler Lane, spoke in favor and asked the Council to send it to the voters in November. John Blackburn, 15 Alice St, stated he attended the Charter Revision meetings and the committee did a good job but wishes they considered changes with the CCD tax. Upon a motion of Ald. Bettencourt, seconded by Ald. Eyberse, it was unanimously voted to allow a non- resident to speak. William Rogers, former resident 370 Asylum St stated the Charter is outdated. Mayor Hinchey closed the public hearing. Upon a motion of President Pro Tem Desaulniers, seconded by Ald. Noblick, it was unanimously voted to adjourn at 6:40 pm. CITY CLERK 1
