JOURNAL OF THE COUNCIL OF THE CITY OF NORWICH JUNE 29, 2015
A special meeting of the Council of the City of Norwich was held June 29, 2015 at 6:30 PM in
Council Chambers. Council Members Present: Mayor Hinchey, Ald. Desaulniers, Noblick,
Eyberse, Bettencourt and Nash. Council Members Absent: Ald. Wilson also Acting City Manager
John Bilda. Also present Attorney Michael Driscoll. Mayor Hinchey presided.
Mayor Hinchey called the Special meeting to order.
Upon a motion of President Pro Tem Desaulniers, seconded by Ald. Noblick, it was unanimously
voted to adopt the following resolution introduced by Mayor Hinchey and President Pro Tem
Desaulniers.
WHEREAS, a firework display has been arranged by the Norwich Fourth of July Fireworks
Committee to take place on Thursday, July 2, 2015, (rain date Friday, July 3, 2015) in Norwich
Harbor; and
WHEREAS, the Council of the City of Norwich adopted a resolution on April 6, 2015 allowing the
Harp & Dragon to hold a viewing event at the Market Street Garage to include table seating, food
service, live music before and after the fireworks display, and a cash bar; and
WHEREAS, standing room tickets for this viewing event will also be sold; and
WHEREAS, a portion of the proceeds from the event at the Market Street Garage will be used to
support the fireworks display; and
WHEREAS, the Harp & Dragon has advised the City of Norwich that it will be unable to hold the
viewing event in the Market Street Garage; and
WHEREAS, the Norwich Fourth of July Fireworks Committee has recommended that the Olde
Tymes Restaurant be selected and permitted to use the Market Street Garage for purposes of
putting on the viewing event in place of the Harp & Dragon.
NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Norwich, Connecticut that its
resolution of April 6, 2015 referenced herein be amended and the Olde Tymes Restaurant be
substituted in place of the Harp & Dragon to permit it to use the Market Street Parking Garage to
hold an event as described on the night of the 2015 firework display as the display is originally
scheduled or to which it may be postponed, provided the Police Chief, the Fire Chief or the Public
Works Director may identify portions of the structure which may not be so used or require the
installation of appropriate safety features to be used; and
BE IT FURTHER RESOLVED, by the Council of the City of Norwich, Connecticut that, pursuant to
Section 13.14.2 of the Norwich Code of Ordinances, Acting City Manager John Bilda be and hereby is
authorized to grant the Olde Tymes Restaurant permission to sell beer, wine or alcoholic beverages
at this event, permission to use the premises as described herein and to sell beer, wine and
alcoholic beverages being subject to satisfactory proof that the Olde Tymes Restaurant has
complied with the applicable regulations of the State Liquor Commission; that identification will be
mandatory from each person purchasing an alcoholic beverage at the event; that the sales of beer,

wine and alcoholic beverage be made under a proper liquor license; and that insurance satisfactory
to the Acting City Manager be obtained and maintained by the Olde Tymes Restaurant both as to the
use of the premises and the sale of beer, wine and/or alcoholic beverages at the event.
Upon a motion of Ald. Noblick, seconded by Ald. Bettencourt, it was unanimously voted to
adjourn the meeting at 6:32 p.m.
