JOURNAL OF THE COUNCIL OF THE CITY OF NORWICH April 13, 2017
The first Public Hearing for the 2017-2018 fiscal year was held April 13, 2017 at 7:30 PM in Council
Chambers. Present: Mayor Hinchey, Aldermen Nystrom, Philbrick, Gould, Braddock, Martin, and
Nash. City Manager Salomone and Corporation Counsel Michael Driscoll were also in attendance.
Mayor Hinchey opened the public hearing.
Mayor Hinchey called for citizen comment.
Jeff Blinderman, 35 Greenwich Ct., spoke in support of the proposed part time Recreation Director
and secretary positions in that department.
Yvette Ysordia, 245 Prospect St., spoke against the proposed cut of the Code Enforcement Secretary
position in the Building Department. She feels it is a necessary and important position that brings in
a large amount of revenue for the city.
Samuel Browning, 671 Scotland Rd., spoke in support of the proposed Recreation Director position.
Shiela Hayes, 288 Central Ave., advised the City to use caution concerning the 5% reduction to the
budget that she read about in the newspaper. She does not want that to affect future economic
development.
Rodney Bowie, 62 Roosevelt Ave., wants to see the Council hold the line on the 5% reduction. We
need to rein in the spending.
Xiao Dong Ai, 3 Whittington Ave., stated that the 5% reduction is only a baby step in saving money on
the budget. He wants to see savings for the citizens in taxes and NPU rates.
Abby Dolliver, 6 Deepwood Dr., commented on the improvements and accomplishments of the
Norwich Public Schools and listed recent awards and citations of excellence. She spoke with
enthusiasm and pride in the positive things going on in the Norwich Public Schools.
John Blackburn, 15 Alice St., commented on the tough budget year once again and wants to see the
mill rate reduced.
Mayor Hinchey declared citizen comment closed having no further speakers and adjourned the
meeting at 7:50 pm.
