JOURNAL OF THE COUNCIL OF THE CITY OF NORWICH APRIL 12, 2018
The first Public Hearing for the 2018-2019 fiscal year was held April 12, 2018 at 7:40 PM in Council
Chambers. Present: Mayor Nystrom, Alderman Gould, DeLucia, Browning, and Burnham. City
Manager Salomone and Corporation Counsel Michael Driscoll were also in attendance.
Mayor Nystrom opened the public hearing.
David Burley, 638 Scotland Rd, asked the Council not to accept the NPU budget increases.
Gary Young, 88 Palmer St, stated the taxes in the City are too high and suggested some solutions.
Bill Blake, 66 Hamilton Ave, stated a tax increase is not acceptable and asked for cuts.
Ryan Telford, 127 N Wawecus Hill Rd, defended the Norwich Public School System budget.
Rodney Bowie, 62 Roosevelt Ave, thanked the Finance Department and spoke about the overstaffing
in City Departments.
Crystal Janelle, 2 Chapel Hill Rd, asked to approve the school budget.
Shiela Hayes, 382 Laurel Hill Ave, asked the Mayor a question regarding the education budget and
discussed the multi-cultural events.
David Crabb, 47 Prospect St, read a quote from Churchill and Jefferson and talked about lack of
revenue in the budget.
Brian Kobylarz, 16 Hobart Ave, talked about the current tax structure in the City Consolidated District
and the Town Consolidated District and asked the Council to take ownership of the budget.
John Blackburn, 15 Alice St, stated Norwich isn’t given enough money from the State to run the City.
Mayor Nystrom closed the public hearing.
Mayor Nystrom adjourned the meeting at 8:09 pm.
