JOURNAL OF THE COUNCIL OF THE CITY OF NORWICH APRIL 1, 2019 The regular meeting of the Council of the City of Norwich was held April 1, 2019, at 7:30 PM in Council Chambers. Present: Mayor Nystrom, Ald. Nash, Gould, Philbrick, DeLucia, Burnham and Browning. City Manager Salomone and Corporation Counsel Michael Driscoll were also in attendance. Mayor Nystrom presided. Ald. Browning, read the opening prayer and Ald. DeLucia led the members in the Pledge of Allegiance. Upon a motion of President Pro Tem Nash, seconded by Ald. Gould, it was unanimously voted to adopt the minutes of March 4 and 18, 2019. Please be advised that meetings of the Norwich City Council can be viewed in their entirety on the City of Norwich website “norwichct.org”. Upon a motion of President Pro Tem Nash, seconded by Ald. Gould, it was unanimously voted to accept the letter of resignation of Jim Heist from the Redevelopment Agency. Ald. Philbrick called for a moment of personal privilege announcing that March 29th is a National Holiday, “Vietnam Veterans Day” and felt that the City should acknowledge, remember, respect and support our Veterans. City Manager Report: City Managers Proposed Budget 2019 - 20 Mayor Nystrom called for citizen comment on resolutions. There were no speakers. Mayor Nystrom declared citizen comment on resolutions closed. Upon a motion of President Pro Tem Nash, seconded by Ald. Gould it was unanimously voted to adopt the following resolution introduced by City Manager Salomone. Relative to setting the first and second public hearings on the budget for Fiscal Year 2019-20. RESOLVED, that the first public hearing on the proposed budget for Fiscal Year 2019-20 will be held on Thursday, April 11, 2019, 7:30 PM in the Council Chambers of City Hall. BE IT FURTHER RESOLVED, that the second public hearing on the proposed budget for Fiscal Year 2019-20 will be held on Monday, May 13, 2019 at 7:30 PM in the Council Chambers of City Hall. 1 JOURNAL OF THE COUNCIL OF THE CITY OF NORWICH APRIL 1, 2019 Upon a motion of Ald. Gould, seconded by President Pro Tem Nash it was unanimously voted to adopt the following resolution introduced by City Manager Salomone. WHEREAS, the City Manager John L. Salomone has appointed with Council approval as a regular member to the Redevelopment Agency for a term to expire on February 28, 2023 or until a successor is appointed; Richard Verbeke Jr. (U) WHEREAS, the City Manager John L. Salomone has re-appointed with Council approval as a regular member to the Redevelopment Agency for a term to expire on February 28, 2024 or until a successor is appointed; Stacy Gould (R) H. Tucker Braddock (D) NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Norwich hereby acknowledges the appointments of the above named to the Redevelopment Agency. Upon a motion of President Pro Tem Nash, seconded by Ald. Gould it was unanimously voted to adopt the following resolution introduced by Mayor Nystrom, Ald. Gould and Browning. WHEREAS, the Italian Heritage and Cultural Committee of Norwich will sponsor the 28th year of ”The Taste of Italy” at the Howard T. Brown Park on September 7, 2019; and WHEREAS, “The Taste of Italy” allows the Italian Community to share its cultural heritage with the Norwich Community and permits festival goers to enjoy the food, music and entertainments of Italy; and WHEREAS, the Italian Heritage and Cultural Committee of Norwich has requested permission to sell beer and wine during the festival. NOW, THEREFORE, BE IT RESOLVED, that pursuant to Section 13.14.2 of the Norwich Code of Ordinances, City Manager John Salomone be and hereby is authorized to grant the Italian Heritage and Cultural Committee of Norwich permission to serve and sell beer and wine at “The Taste of Italy” festival to be held on September 7, 2019 at the Howard T. Brown Park subject to satisfactory proof that the Italian Heritage and Cultural Committee of Norwich has complied with the applicable regulations of the State Liquor Commission; that identification will be mandatory from each person purchasing an alcoholic beverage; that the sales of beer and wine will be made under a proper liquor license, and that proper insurances will be obtained and maintained by the Italian Heritage and Cultural Committee of Norwich and any vendor of beer and/or wine for the event. 2 JOURNAL OF THE COUNCIL OF THE CITY OF NORWICH APRIL 1, 2019 Upon a motion of President Pro Tem Nash, seconded by Ald. Gould it was unanimously voted to adopt the following resolution and schedule a public hearing for June 17, 2019 introduced by Mayor Nystrom. WHEREAS, the R.E. Van Norstrand Neighborhood Assistance Act, Chapter 228a of the Connecticut General Statutes (C.G.S. 12-630aa-12-638) offers certain benefits to municipalities desiring to obtain the same and is administered by the State Department of Revenue Services (Commission of Revenue Services); and WHEREAS, the Neighborhood Assistance Act provides a tax credit for business firms which sponsor local programs; and WHEREAS, such programs must be proposed and conducted by private non-profit agencies or municipalities and be approved by the local legislative body; NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF NORWICH: A public hearing will be held on June 17, 2019 to review applications and receive comments relative to the Neighborhood Assistance Act. Upon a motion of President Pro Tem Nash, seconded by Ald. Gould, it was unanimously voted to set the public hearings as stated in resolution #1 on the following resolution introduced by City Manager. AN ORDINANCE RELATIVE TO THE APPROPRIATIONS FOR THE CITY OF NORWICH AND THE CITY AND TOWN CONSOLIDATION DISTRICTS OF SAID CITY FOR FISCAL YEAR 2019-20. Gould, it was unanimously voted to set the public hearings as stated in resolution #1 on the following resolution introduced by City Manager. AN ORDINANCE CONCERNING THE TAX LEVIES ON THE LIST OF OCTOBER 1, 2018 BE IT ORDAINED BY THE COUNCIL OF THE CITY OF NORWICH: Section 1. On the City Assessment list of October 1, 2018 a tax of thirty-nine and ninety-five hundredths (39.95) mills on the dollar is hereby established to be levied upon the ratable Real Estate, Personal Property, and Motor Vehicles within the City of Norwich of the inhabitants of said City and all others liable to pay taxes therein. Section 2. On the City Assessment list of October 1, 2018, a tax of thirty-six hundredths (0.36) mills on the dollar, is hereby established to be levied for fire services upon the ratable Real Estate, Personal Property, and Motor Vehicles within the Town Consolidation District of the inhabitants of said District and of all others liable to pay taxes therein. Section 3. On the City Assessment list of October 1, 2018, a tax of seven and sixty-seven hundredths (7.67) mills on the dollar, is hereby established to be levied for fire services upon the ratable Real Estate and Personal Property within the City Consolidation District of the inhabitants of said District and of all others liable to pay taxes therein. Section 4. On the City Assessment list of October 1, 2018, a tax of five and five hundredths (5.05) mills on the dollar, is hereby established to be levied for fire services upon the ratable Motor Vehicles within the City Consolidation District of the inhabitants of said District and of all others liable to pay taxes therein. 4 JOURNAL OF THE COUNCIL OF THE CITY OF NORWICH APRIL 1, 2019 Section 5. Except as provided in Section 6, all taxes on Real Estate and Personal Property listed in Sections 1 through 4 shall become due on July 1, 2019, and payable on said date in whole or in equal installments from that date, namely on July 1, 2019 and January 1, 2020, except that any tax of less than one hundred dollars shall be due and payable on July 1, 2019. If the first installment is not paid on or before August 1, 2019 or if the second installment is not paid on or before February 1, 2020, interest will be charged on any such delinquent payment at the rate of one and one-half (1½%) per cent per month from the due date or $2.00 whichever is greater, as provided for in the general statutes. Any person may pay the total amount of such tax for which he is liable at the time when the first installment shall be payable. Section 6. Taxes on Motor Vehicles shall become due and payable in full on July 1, 2019. If the payment is not paid on or before August 1, 2019 interest will be charged on the delinquent payment at the rate of one and one-half (1½%) per cent per month from due date or $2.00 whichever is greater, as provided for in the general statutes.
