JOURNAL OF THE COUNCIL OF THE CITY OF NORWICH May 11, 2020
The second Public Hearing for the 2020-2021 fiscal year was held May 11, 2020 at 7:30 PM in Council
Chambers. Present: Mayor Nystrom, President Pro Tem Bettencourt, Alderman Gould, Wilson, Myles,
and DeLucia. City Manager Salomone and Corporation Counsel Michael Driscoll were also in
attendance.
Please be advised that meetings of the Norwich City Council can be viewed in their
entirety on the City of Norwich website “norwichct.org”.
Mayor Nystrom opened the Public Hearing.
Brian Kobylarz, 16 Hobart Ave, asked questions on page 4 of the budget book regarding the Marketing
and Economic Development item.
Heather Romanski, 297 Scotland Rd, asked for an increase in the Education Budget.
Joanne Philbrick, Elm Ave, talked about these unprecedented times with no revenue coming in and
that the Board of Education budget being impractical. She asked the Council to do right for the City.
John Blackburn, 15 Alice St, stated the Board of Education should be more accountable and give
money back to the City.
