JOURNAL OF THE COUNCIL OF THE CITY OF NORWICH APRIL 14, 2022
The first Public Hearing for the 2022-2023 fiscal year budget was held April 14, 2022 at 7:30 PM in
Council Chambers. Present: Mayor Nystrom, President Pro Tem DeLucia, Alderman Neuendorf,
Gould, Singh, Burto and Wilson. City Manager Salomone and Corporation Counsel Michael Driscoll
were also in attendance.

entirety on the City of Norwich website “norwichct.org”.
Mayor Nystrom opened the Public Hearing.
Martin Rutchik, Mystic, stated the City is very diverse and should explore looking into the feasibility
of an Aquatic Center.
Beryl Fishbone, 19 Bliss Pl, talked about the ARP funds and felt some of the items were not outlined in
the City Manager’s budget.
Regan Miner, 67 East Town St, Executive Director of the Norwich Historical Society, asked the
Council to fund the Norwich Historical Society Tourism Plan, Heritage Park and the roof repair at
Slater Museum with the ARP funds.
Dayne Rugh, 67 East Town St, stated the objective of the ARP funds is to create jobs and tourism and
asked the Council to invest in these items.
Bill Champagne, 7 NW Corner Rd, Preston, past President of the Norwich Historical Society, stated
the Historical Society is trying to create a Heritage Triangle with the $500,000 they requested from
the ARP funding. He stated this would create a memorable historical walkable experience.
Joanne Philbrick, Norwichtown, talked about the struggles of seniors paying high taxes on a fixed
income and the impact of that. She also talked about the state of the City and stated it needs to be
revitalized and asked how these projects would be managed.
Richard Pascal, 15 Stoney Ridge, spoke against using the ARP funds to hire staff.
Shiela Hayes, 382 Laurel Hill Ave, commended the Board of Education for having a budget under 3%.
She stated people are hurting (financially) in the City and an increase would be devastating.
John Blackburn, 15 Alice St, stated times are tough and something needs to be done about the high
taxes.
Mayor Nystrom closed the Public Hearing at 8:10 pm
